General Information RFI Purpose: Lottery utilizes the VLT Thermal Paper in the approximately 10,500 VLT’s throughout the State of Oregon. Lottery maintains a replenishment stock of the Thermal Paper and purchases approximately nine thousand (9,000) cases, fifty-four million (54,000,000) tickets, per year. VLT Thermal Paper is a vital resource to maintain Lottery operations, and the Lottery relies on its Contractor(s) to supply the large demand. Lottery intends to review the information submitted in response to this RFI (“Responses”), understand what the marketplace has to offer with respect to VLT Thermal Paper options (“Solutions”), determine the best approach for Solution implementation, and estimate pricing for Solutions. The information contained herein is for informational purposes only. Lottery reserves the right to change the RFI requirements and estimated dates for completion of the RFI process. This RFI is not a competitive solicitation process through which suppliers who submit a response to the RFI (“Respondents”) will be scored and ranked. Lottery will not compensate Respondents in any manner for submission of Responses. Lottery may use information obtained from the Responses to generate a solicitation. If Lottery elects to issue a solicitation for a Solution, Lottery will not bar any Respondent to this RFI from responding to a solicitation issued by Lottery, because of their participation in this RFI process 2. RFI Response Information: Each Respondent is requested to provide detailed responses to the questions described below, in the same order as the questions appear below. Respondent should provide as much detail as necessary for Lottery to fully understand the Response. 3.1. Questions: 3.1.1. Provide the cost of tickets, minimum order, shipping, and available discounts: Cost per ticket? $ Minimum required ticket order? Is shipping Free on Board (“FOB”)? If shipping is not FOB, is there a minimum quantity order to get FOB shipping? What is the minimum order? 3.1.2. Does your company offer a discount on a multi-year contract? If yes, what is the minimum number of years? What is the discount amount? 3.1.3. Information Submission: Lottery reserves the right to accept and review Responses submitted after the deadline. 4.1. Responses must be clearly labeled “ REQ-177000-00177203, VLT Fan-Fold Thermal Paper” and should be submitted electronically to the State of Oregon’s E -Procurement System at https://oregonbuys.gov/ no later than the Response due date provided in Section 2. 4.2. Any supporting documentation (brochures, etc.) must be included with the Response. 4.3. Respondents must complete the attached Exhibit A, Respondent Information Form, and include the completed form with their Response. 5. Lottery Point of Contact: The Procurement Specialist identified on page 1 is the only point of contact for the RFI. Any questions or issues that may arise regarding the RFI must be submitted to the Procurement Specialist using the State of Oregon’s E-Procurement System at https://oregonbuys.gov/ on or before the Response due date provided in Section 2. 6. RFI Review: Lottery will review the information provided. Lottery may choose to use any, all, or none of the information received in response to this RFI in the development of a solicitation. Paper Finish
- Paper shall be Top Coated Middleweight.
Thermal Printing Properties
- Image color to be Black.
- Initial Activation Temperature (O.D. = 0.2) to be 162 ± 9°F (72 ± 5°C).
- Effective Activation Temperature (O.D. = 0.8) to be 168 ± 9°F (76 ± 5°C).
- Optimum Activation Temperature (O.D. = 1.2) to be 176 ± 9°F (80 ± 5°C).
- Energy of 20 mJ/mm2, must produce an optical density of 1.40 Macbeth, when tested with an
Atlantek 300 instrument.
- Quality of Printing shall produce an image capable of absorbing visible light of 600 nm minimum.
- Quality of Printing shall produce an image capable of being read by a bar code scanner operating
between 560 nm minimum and 660 nm maximum.
- The type of scanners utilized to read the bar code on this ticket shall be capable of reading at 660
nm or below Environmental
- Shall resist plasticizers at 122°F (40°C) for up to 24 hours. The image is wound on a large core and
the tickets are wrapped in three wraps of plastic wrap. After 24 hours the sample is soaked with hexane to remove the plasticizers and then allowed to air dry before measuring density.
- Shall resist oil from fingerprints to retain image stability. Tickets are covered in Vegetable oil for
24 hours, oil is removed with hexane and then allowed to air dry before measuring density.
- Shall resist alcohol exposure up to 20% EtOH immersed for 2 hours.
- Ticket image stability will be retained after 24 hour water immersion at room temp.
- Shall resist UV light exposure up to 15 hours at room temperature. Tested with Atlas UV
Fadeometer.
- Thermal Image Life: Minimum of 10 years for the thermal image to remain human-readable with
understanding that the paper is stored in a dark environment away from light, at a temperature less than77°F (25°C), relative humidity less than 70% and away from chemicals such as plasticizers, oils, solvents, adhesives and water.

- Shall resist high heat conditions up to 176°F (80°C) for 24 hours.

- Shall resist hot humid conditions up to 122°F (50°C) and 70% RH for 72 hours.
- Shall resist very humid conditions up to 104°F (40°C) and 90% RH for 72 hours.
Media Characteristics
- Ticket dimensions shall be 65mm ± 1mm (2.559 in.) by 156mm ± 1mm (6.14 in.) (see Figure 1 and
2)
- Short Ticket dimensions shall be 65mm ± 1mm (2.559 in.) by 120mm ± 1mm (4.724 in.) (see Figure
1 and 2).
- Paper stock shall be furnished in bulk as stacks of 200, 300, 400, 600 or 900 Coupons.
- Tickets shall be attached (chained) to one another at 156mm intervals and supplied in fan -fold
format.
- Attachment between Tickets shall be made with perforations across the paper width (65mm).
- The perforations shall also define the fold point in the paper stock.
- Perforation (burst) strength, or pull force, shall be 3.5 ± 0.6 lbs. (1.59 ± 0.27 Kg) (see Figure 2).
Pre-Printed Information Thermal Side
- Ticket shall have Black pre-printed INSERT THIS SIDE UP on the Thermal side (refer to Figure 1 and
4) along 65mm edge, font to be HELVETICA type 12pt max height.
- INSERT THIS SIDE UP shall be printed using heat resistant ink to withstand thermal printing
temperature.
- For more complete requirements of the thermal side please refer to Figures 1 and 4 below
Non -Thermal Side
- Ticket shall have a black pre -printed index for Top -of-Form on the Non -Thermal side (refer to
Figure 2) with optical density of no less than 1.30.
- Top-of-Form shall be printed using heat resistant ink to withstand thermal printing temperature.
- Ticket shall have provision to accommodate other pre-printed information or graphical multicolor
images on the Non-Thermal side. All pre-printed information on the Non-Thermal side shall be contained in the specified area as established per (refer to Figure 4 on page 9).
- Anti-Counterfeiting measures shall only appear on the Non -Thermal Side contained within the
specified area, as established per Figure 2. Addition of coating or other varnishes is not allowed on the non-thermal side. - Packaging and shipping quantities shall be as follows:

- Each stack shall be wrapped with a tear-off band or other easily removable wrapper.
- Band shall have indication for proper loading with direction of first ticket, as shown in Figure 5.

- Packaging must meet industry standards.
- Packaging must be recyclable.
- Packaging shall be marked with Vendor PN, Source of paper used,

70% RH).
- When using different paper source(s); mixing of different paper in same package is not allowed.
