Scope includes purchase, installation, repair visits, spare parts, annual preventative maintenance visits, including checks of the system, replacement of worn parts, software and firmware updates, all consumable parts/supplies that are required to maintain and use the Millipore Sigma Analyzer Feed System (AFS) 24 CLRW Water System. System is used to purify water for specimen analysis, calibrate waterflow required for various tests and is programmable to operate in tandem with other laboratory testing equipment. 1. Background: This sole source justification applies to the purchase of: a) MilliporeSigma Water Solutions AFS (Analyzer Feed System) 24® CLRW Water System Complete AFS 24 Water System including installation, repair visits, spare parts, annual preventative maintenance visit, including checks of the system, replacement of worn parts, software and firmware updates, all consumable parts/supplies that are required to maintain and use the Millipore Sigma Analyzer Feed System (AFS) 24 CLRW Water System. b) Agency will use Purchase Orders, Contracts, or SPOTS Card to purchase maintenance, repair, parts and supplies for the MilliporeSigma Water Solutions AFS (Analyzer Feed System) 24® CLRW Water System Complete AFS 24 Water System. c) Equipment requires annual preventative maintenance, annual checkups, and consumable supplies. d) Agency purchased a Siemens Atellica CI1900 analyzer. The recommended water system for the Siemens system is the MilliporeSigma AFS 24 system. e) Agency intends to issue a Purchase Order or Contract for purchases, maintenance, repair, parts, supplies and all other required services or supplies. Agency may use SPOTS card for purchases if needed. 2. Written findings of fact (market research): The findings below must include factual information supporting the determination that meet the sole source requirement in statute. Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services. Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc. For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts. N/A Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows: Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source. Agency has purchased a Siemens Atellica CI1900 analyzer. The recommended water system for the Siemens Atellica CI1900 is the MilliporeSigma AFS 24 system. Due to proprietary technology, MilliporeSigma is the only vendor who is able to provide the required preventative maintenance, system upgrades, service and parts for their system. or Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source. or Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project. or Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source.
