1 Which zones are funded and by whom? Zone 11 funded by BEAD; other zones funded by in house funds.
2 Will design be done zone by zone? Yes. A Notice to Proceed/Purchase Order will be issued for each zone as Qlife releases them.
3 How will pole applications be handled? Formal application process as dictated by the pole owner
4 How many poles per joint use application?
The District requires 10 poles per joint use application, for WEC and PacCorp it is dependent on their JUA
and construction application requirements
5 Are environmental components included in this project? No
6 Is this an open access business model? Qlife provides an Open Access Dark Fiber Network
7 How will construction be managed? Construction management and As-Built costs not included in Zone NTE costs.

How will as-built requirements be handled, and will an engineer stamp
be required on the As-Built?
As-builts will be administered by the awarded construction contractor. The selected firm will not be
required to stamp the as-builts.
9 How is existing design documented? The system is maintained in a Fiber Management System, for further information see Exhibit C.
10 What is the number of Pacific Corp poles? Estimated total pole attachment quantities are represented in the bid sheet.
11 Will PE stamp be included on as-builts? This is not required
12 Will ADSS be in communications space? Yes
13 How are zones going to be awarded?
The District will be awarding this bid to one contractor, individual zones will be issued as released by
Qlife. It is the intent of the District to award all zones to the successful firm in this solicitation in a tiered
approach.
14 Is there a completion date in mind?
The bid documents state under Deliverables, Item no. 4, a schedule will be created and maintained, this is
applicable to each zone as NTP's are issued.
15 What is the total projected footage? Estimates can be found on Bid Form.
16 What are the hub and cabinet placement requirements? TBD, the District has sites in mind.
17 Will it be necessary to obtain easements on this project? Yes; however easement acquisition not part of NTE Costs
18 How will construction management be provided?
Construction Management is not a part of this bid, determination of how this will be performed will be
decided at a later date.
19 How will NTE amounts vs unit rates be handled?
Not-to-Exceed (NTE) amounts shall be provided in the Bid Form by Zone to complete the scope of work
described in the RFP. Unit rates submitted by the Proposer will be used to calculate actual costs incurred
for work performed within each Zone. In no event shall the total compensation for any Zone exceed the
applicable NTE amount without prior written authorization from the District.
20 Will PUD review all poles being attached to? Yes
21 Is potholing required during the design agreement pre-award? No, we don't not expect permits to require potholing at this time.
22 Will mass upload be allowed into Fiber Management SystemUnsure at this time as it depends on formatting being provided.
23 What format does the District want splice diagrams? The format would be based on the proposers recommended solution in their bid

Three (3) vendors attempted to join the mandatory pre-proposal meeting virtually but experienced
technical difficulties. The District received emails from these vendors after the scheduled 3:00 p.m. start
time of the meeting. In accordance with the solicitation requirements, vendors not admitted to the
meeting at the scheduled start time were not considered in attendance. No exceptions were made.
