Bid Forms for Springfield Internet Site This Advertisement for Bids invites sealed bids from licensed contractors until the time of Bid Closing in the manner stated herein. Briefly, the work of the Project is described as furnishing and installation of a prefabricated telecommunications structure and related site improvements. Sealed bids will be received on behalf of the City of Springfield by Keith Testerman, Data Center and Systems Manager, until the time of Bid Closing. Bids and Bid Bonds must be addressed to the City of Springfield, and may be submitted either in paper copy or by electronic submission as follows, in accordance with Sections 120.005 and 120.40 of the Special Provisions: A. Paper copy submission. Bids submitted in the form of a paper original must submitted in a sealed envelope addressed and delivered to: City of Springfield c/o Keith Testerman, LCOG Data Center and Systems Manager Lane Council of Governments 859 Willamette St., Suite 500 Eugene, Oregon 97401 The envelope used for the bid must bear the words BID ENCLOSED and be clearly marked to identify the contents as a bid for the Project named above. B. Electronic submission. Bids submitted electronically must be sent to Keith Testerman, Data Center and Systems Manager, at the email address stated below. To be considered, an electronic bid must: 1. Be submitted as an attachment to an email message sent to the email address: ktesterman@lcog-or.gov. 2. Clearly identify, in the subject line of the email, that the email contains a bid for this Project, and 3. Be entirely in the form of a PDF. Interested parties may download a complete set of bid documents from the LCOG website at: www.lcog-or.gov/rfps. Mandatory Pre-Bid Meeting. A mandatory pre-bid meeting and site tour will be held at 10:00 a.m., local time, Wednesday, March 11, 2026 at the project site located at 201 S. 18th St., Springfield, Oregon. Attendees are to meet the LCOG representative at that time in the parking lot at the site. Attendance at the pre-bid meeting is mandatory for contractors intending to submit a bid for the work. Interested subcontractors and suppliers are also invited to attend. No prequalification of contractors is required. The bid must be accompanied by bid security in the amount of not less than ten percent (10%) of the bid amount. Bidders submitting a bid electronically must include a facsimile of a properly executed bid bond with the electronic bid. Prior to contract award, an original copy of the bond must be delivered to LCOG at the address stated above, to the attention of Keith Testerman, Data Center and Systems Manager. The successful contractor will be required to furnish 100% performance and payment bonds. Each contractor submitting a bid must be licensed with the Oregon Construction Contractors Board (CCB) as a commercial general contractor level 1. This contract is subject to Oregon Prevailing Wage Rate Law. The applicable Oregon wage rates for this project are the January 6, 2026 Prevailing Wage Rates for Lane County, as modified by the February 18, 2026 Amendment, and February 18, 2026 Item for Bid
