Response: As per Oregon Administrative Rule, #125*-247-0690, if your firm was awarded a contract under the RFQ for this CCMS project, your firm would not be able to participate if and when DELC decides to pursue a CCMS. Q#2: On Oregon Buys and on the RFQ document, it says the RFQ Closing (Proposed quotes due)/bid opening date is 4/9/2026 at 2:00 PM PT. But they also list the offer due date and time as April 14, 2026, 2:00 PM PT. Which deadline is correct? Response: The correct date is April 9,2026. Q#3: To help us plan effectively, can you clarify your intent regarding on site presence for our team? Specifically, are you expecting team members to be fully on site in Salem for the entire duration of the engagement, or would on-site work be limited to as-needed activities based on project tasks and milestones? Response: We do not expect the vendor to be on site in Salem. Q#4: Programmatic Goals Could you please clarify the primary programmatic goals of this project? For example, is one of the objectives to better understand the provision and availability of subsidized and unsubsidized child care services statewide, or are there additional policy, operational, or reporting outcomes that DELC intends to prioritize? Response: Last Updated: 7/1/2023 Page 2 of 3 The primary goal of this project is to strengthen DELC’s ability to understand and analyze the supply, utilization, and business health of both subsidized and unsubsidized child care across the state. This includes assessing the feasibility of integrating data from Child Care Management Systems (CCMS) into DELC’s existing platform SnowFlake to support more timely, accurate, and actionable insights for policy, operations, and reporting. The project also hopes to lay the groundwork for sustainable data exchange by evaluating integration options and preparing providers and vendors through a structured change management approach. Q#5: Scope of CCMS Data Sources Please clarify the scope and range of CCMS data that should be considered for ingestion into DELC’s Snowflake environment. For instance, is a primary source of potential CCMS data expected to be child care providers, such as data stored in various cloud-based software solutions used for child care enrollment and attendance tracking? Are there other significant CCMS data sources (e.g., state-operated systems, vendor-managed platforms, or pilot programs) that should be considered within the scope of this assessment? Response: Primary source of data will come from child care providers using a CCMS using various cloud- based software solutions. Currently this will be a pilot phase with CCMS licenses delivered to a small focus group of child care providers to assess and discover their readiness to share structured data with DELC.
