RFP for Consultant Services for the Modernization of its Pension Administration System (PAS) Project The Oregon Public Employees Retirement System (PERS or OPERS) is undertaking a modernization of its Pension Administration System (PAS) to better serve its members and employers. The current PAS (known as the Oregon Retirement Information Online Network ORION) is a legacy platform that supports over 422,000 members (active, retired, and deferred) across multiple retirement plans. In order to successfully replace the ORION system with a comprehensive, modern solution, PERS intends to engage an Offeror with specialized expertise in public-sector pension administration procurements. The successful Offeror will provide end-to-end consulting support to develop a thorough Request for Proposal (RFP) for a new PAS and guide PERS through the vendor selection process.
