ANNOUNCEMENT AND SPECIAL INFORMATION Quoters are required to read, understand, and comply with all information contained within this Request for Quotes (“RFQ”). All quotes are binding upon Quoter for sixty (60) days from the Quote Due Date/Time. Quotes received after the Quote Due Date/Time may not be considered. If authorized in the RFQ and resulting contract, travel and other expense reimbursement will only be reimbursed in accordance with the Clackamas County Travel Reimbursement Policy in effect at the time the expense is incurred. The Policy may be found at https://www.clackamas.us/finance/terms.html. Prospective Quoters will need to sign in to download the information and that information will be accumulated for a Plan Holder's List. Prospective Quoters are responsible for obtaining any addenda or clarifying questions from OregonBuys. Bid Locker will electronically document the date and time of all submissions. Completed documents must arrive by the deadline indicated above or as modified by Addendum. All questions regarding this RFQ are to be directed to the Procurement Analyst named above. Quoters may not communicate with County employees or representatives about the RFQ during the procurement process until the Procurement office has notified Quoters of the selected Quoter. Communication in violation of this restriction may result in rejection of a Quoter. 2. SCOPE The County, (including its component units of the Housing Authority of Clackamas County, Water Environment Services, Service District #5, Surface Water Management Agency of Clackamas Procurement Division Public Services Building 2051 Kaen Road Oregon City, OR 97045 (503) 742-5444 (Office) Revised 1/2026 Page 2 County, Clackamas County Development Agency and North Clackamas Parks and Recreation District), seeks to obtain a price agreement/contract with qualified vendors to provide portable toilet rental and service at various locations throughout the County. It is anticipated that County will award multiple contracts for this project. Service providers will be selected to enter into a three (3) year contract with the County. The resulting contract shall not exceed $150,000 during the life of the contract. For each County fiscal year (July 1st to June 30th), the fees shall be fixed. Between May 1st and May 20th of each year, the Contractor may request an increase in the fees in an amount not to exceed the increase in the Consumer Price Index for the West Region (CPI-West Region) for a maximum of three percent (3%) and made effective beginning the next fiscal year end. Any such increase shall only be approved through a written Amendment to the Contract. Scope of Services Work will include the supply, delivery, set up and maintenance of portable toilets at various sites throughout Clackamas County. Anticipated toilet style, delivery date, service duration and locations are listed below in the Locations Table. In addition, firms may provide a list of fees for other related optional services. It is anticipated that services will be requested at other locations throughout the County on an as-needed basis. Quoted prices should include delivery and set up at site requested. Cleaning and stocking should be on weekly basis, unless otherwise requested by County. Cleaning includes pumping removal of waste, disinfection, refilling supplies and removal of litter or any other contaminated materials. Disposal will be completed in accordance with all federal, state and local requirements. Under no circumstance will any spillage or contaminated material be left or dumped on the ground. Contractor will be responsible for condition of units and any vandalism thereto. Contractor will keep a record of service for each location. This information will be submitted with their service invoices. The resulting Contract(s) is intended to be On-Call. Although the master contract will be administered by the Procurement & Contract Services Division, departments will authorize specific services as needed and they will be the point of contact for those specific services. Commercial General Liability: combined single limit, or the equivalent, of not less than $1,000,000 per occurrence, with an annual aggregate limit of $2,000,000 for Bodily Injury and Property Damage.
