Wastewater Collection System Capacity Improvements RFP The City of St. Helens is seeking proposals from qualified and experienced consulting engineering firms with demonstrated experience in performing engineering and construction administration services related to wastewater collection system capacity improvements. Selected firm will provide design services, assist with permitting, develop engineering plans, cost estimates, bid documents, construction documents, and provide bidding and construction administration services in support of the project
