ITB 20242032 Taxiways J & L Widening In general, the project involves asphalt mill and overlay, P-401, and asphalt pavement widening of Taxiways A, J, and L. Airfield taxiway pavement removal consisting of asphalt, aggregate base course and cement treated base. New 30-foot wide asphalt taxiway shoulders will be constructed to meet current FAA standards and the pavement section includes FAA materials P-403, P-401, P-304, and P-154. Notice to Suppliers Pursuant to ORS 279C.365 and City of Eugene Administrative Order 44-23-01-F, Public Contracting Rule 137-049-0200, sealed bids for Taxiways J and L Widening for the City of Eugene will be accepted by the Purchasing Office until February 29, 2024 at 2.30 PM. Bids will be opened immediately thereafter and publicly read aloud in a Microsoft Teams meeting. Bids will not be accepted after the bid closing time and date. Bids shall be valid for one hundred fifty days after opening unless otherwise specified in the bid specifications. This Invitation to Bid does not commit the City to pay any costs incurred by any bidder in the submission of a bid. Project Description In general, the project involves asphalt mill and overlay P-401 and asphalt pavement widening of Taxiways A, J, and L. Airfield taxiway pavement removal consisting of asphalt, aggregate base course and cement treated base. New 30-foot wide asphalt taxiway shoulders will be constructed to meet current FAA standards and the pavement section includes FAA materials P-403, P-401, P-304, and P-154. Drainage improvements include removal of existing drainage pipe and structures, installation of new drainage pipe, drainage structures and underdrain. Electrical improvements include removal of existing electrical infrastructure and installation of junction cans, electrical vaults, guidance signs, new LED taxiway edge lights, conduit, cabling, centerline lights, and vault improvements. Additional improvements include unclassified excavation, asphalt and CTB removal, infield grading, top-soiling, seeding, and waterborne pavement markings. Prevailing Wage Rates This ITB is for a public improvement project which is subject to both the Davis-Bacon Act 40 U.S.C. 276a and State of Oregon Bureau of Labor prevailing wage laws ORS 279C.800 to 279C.870. Oregon law requires that the higher of either the state prevailing wage rates or federal Davis-Bacon rates be paid to workers on projects in Oregon subject to both the state prevailing wage rate law and federal Davis-Bacon Act. Davis-Bacon wages for Lane County are included as Attachment D of the ITB. The Oregon State BOLI Prevailing Wage Rates in effect on January 5, 2024 will apply and can be found on the BOLI website. Title VI Solicitation Notice The City of Eugene, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 78 Stat. 252, 42 USC 2000d to 2000d-4 and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin, including limited English proficiency, creed, sex (including sexual orientation and gender identity, age, or disability in consideration for an award.
