RFP 2023200051 Eugene Urban Growth Boundary Assessment & Housing Production Strategies In general, work includes development of a Housing Capacity Analysis, Employment Opportunities Analysis, and other urban land needs consistent with Oregon Statewide Planning Goals to determine whether Eugene has sufficient land with its urban growth boundary to accommodate expected land needs and to demonstrate how those needs will be me, as well as development of a Housing Production Strategy. Notice to Proposers Pursuant to ORS 279B.060 and City of Eugene Administrative Order 44-23-01, Public Contracting Rule 137-047-0260, sealed proposals for Eugene Urban Growth Boundary Assessment and Housing Production Strategies for the City of Eugene will be accepted by the Purchasing Office until Wednesday, April 26, 2023, at 2:30 PM. Proposals will be opened publicly in a Microsoft Teams meeting immediately thereafter and a record of proposals received will be made. Proposals will not be accepted after the Request for Proposals closing time and date. Proposals shall be valid for 60 days after opening unless otherwise specified in the specifications. This Request for Proposals does not commit the City to pay any costs incurred by any proposer in the submission of a proposal. Project Description In general, work includes development of a Housing Capacity Analysis, Employment Opportunities Analysis, and other urban land needs, consistent with Oregon Statewide Planning Goals to determine whether Eugene has sufficient land within its urban growth boundary to accommodate expected land needs and to demonstrate how those needs will be met, as well as development of a Housing Production Strategy consistent with OAR 660-008-0045 through -0070.
