Description
Developed through Community and stakeholder engagement, the State Streets Neighborhood Plan will package a list of transportation and other infrastructure projects and associated renderings to promote and facilitate neighborhood reinvestment. The Southern Nevada Strong (SNS) regional planning initiative seeks to collaboratively develop and implement a blueprint for our region’s future growth. Decades of auto-centric land use patterns and infrastructure spending have resulted in underinvestment in established neighborhoods in central areas of the Las Vegas Valley. The State Streets Neighborhood Plan supports the new SNS 2050 Regional Plan by furthering cooperation between decision makers, infrastructure and planning professionals, and neighbors to realize a Community-led vision of reinvestment. More specifically, the goal of this project is to strengthen partnerships and consolidate the State Streets’ residents and stakeholders’ vision into a legible, portable, and compelling document for collaborative action. The document should include neighborhood improvements requested by Community members, agreements made among stakeholders, and potential funding opportunities. The Regional Transportation Commission of Southern Nevada (RTC) is seeking consultant services to co-develop the neighborhood plan alongside SNS staff, Clark County Public Works staff, and the Office of Clark County Commissioner Tick Segerblom. The project consultant (consultant) is required to have expertise in transportation planning, transportation infrastructure, Community engagement and workshops, meeting facilitation, and urban design. More consultant experience requirements are listed below: a. Engaging decision makers, local and regional government professionals, as well as neighbors and other Community stakeholders, convening them to develop agreements on a shared vision, and thoroughly incorporating their feedback throughout a planning process. b. Developing and iterating through an area site plan using GIS and other software, depicting existing plots, centerlines, and other public assets being modified by proposed improvements and the relationships between the improvements. c. Developing and iterating compelling conceptual drawings of infrastructure improvements, such as renderings and collages, and drawings depicting improvement alternatives, for Community reactions and overall engagement. d. Reviewing existing comprehensive, capital improvement, and other policy and infrastructure plans alongside government staff to ensure improvements proposed by neighbors are aligned with adopted policies and regulations. e. Synthesizing and overcoming typical problems found in spatial analysis, visual storytelling, and associated software. f. Sketching urban design and infrastructure drawings real-time to facilitate Community input at design charettes. g. Forming and strengthening partnerships with Community-based and grassroot organizations to meaningfully reach and engage Community members and leaders. h. Ensuring staff capacity to regularly monitor and communicate progress with project partners across government agencies and departments for a co-defined output. i. Expertise in transportation planning is required.
