1Investment Administration at the Department of Human
2Services. Thank you to the potential vendors again or
3submitting your interest and joining us for today's
4session.
5 To give you a brief background of the Family
6Investment Administration within the Department of
7Human Services, we are the public assistance serving
8administration within DHS, so there are a number of
9public assistance programs by which we effectuate and
10determine eligibility for our customers in Maryland
11which includes our Medicaid program.
12 Specifically, as we are reviewing for today,
13Asset Verification Services, that will be in the realm
14of our Medicaid program. Currently, we do utilize AVS
15as it is required by the Centers for Medicaid and
16Medicare Services for our long-term care Medicaid
17program, and we will soon be expanding, again per CMS
18requirement, to also include a digital Medicaid
19program.
20 In order to utilize AVS, for us to have it,
21again, as I mentioned, it is very critical for us to

1have as we determine eligibility for our customers in
2Maryland. So as I close out with these opening
3remarks, again, I do want to thank you for your time
4and effort during this proposal. Thank you. Back to
5you, Danny.
6 MR. GULLEY: Thank you, La Shera. So I just
7want to mention that the essence of this process of the
8pre-proposal conference is to go through the RFP or the
9Request for Proposal section-by-section, beginning with
10Section 1 up to Section 6. We will skip Section 1
11because there are no minimal qualification requirements
12for this RFP.
13 So with that being said, we will now go to
14Section 2 and Section 3 which will be presented
15simultaneously by both Rob Starkey who is the Technical
16Integration Manager and Kesha Shaw who is the State
17Project Manner for this AVS. Kesha and Rob, the floor
18is all yours.
19 MS. SHAW: Good morning everyone. Danny, do
20you want folks to hold their questions until the end or

1 MR. GULLEY: Yes.
2 MS. SHAW: -- should (indiscernible).
3 MR. GULLEY: Yeah, so if you looked at the
4agenda that has been presented, there are like two
5sessions of questions and answer. After the
6presentation of Section 2 and Section 3, the floor will
7be open for questions.
8 And after that, we will present Section 4, 5
9and 6, and then the floor will be open for another
10round of questions and answers. So please hold your
11questions after the presentation of Section 2 and 3.
12In the meanwhile, you can use the chat function. For
13those of you using the Google Meet, you can use the
14chat function to put in your question or you could also
15use that to raise your hand. Thank you so very much
16for that question, Kesha.
17 MS. SHAW: No problem. I'm going to cover a
18very high-level overview of the RFP. The Department of
19Human Services as well as the Maryland Department of
20Health determine Medicaid eligibility for State of
21Maryland, MAGI and non-MAGI customers.

1 As La Shera identified, we are mandated by
2the Centers for Medicare and Medicaid as well as the
3Social Security Act to obtain electronically
4verification of assets of recipients as well as
5applicants. In doing so, the state of Maryland has
6released a RFP that you guys are all potential bidders
7for to obtain financial assets as well as real property
8assets up to 60 consecutive months for applicants and
9recipients of its Medicaid program.
10 The state of Maryland intends to submit a
11electronic batch file on a daily basis to the vendor
12with responses being received on a daily basis as well.
13The Functional Area for -- Functional Area 1; Financial
14Institutions, the State is looking to obtain account
15numbers, balances as of the first of the month for the
16applicant, the recipient, as well as the spouse or any
17other responsible individual that is identified.
18 For Functional Area 2, the State is seeking
19to obtain verification of any real property owned by
20the applicant, or recipient, or the spouse, or other
21responsible party within a 60-month look-back period or

1as identified in the Parameter Data Element Agreement.
2 The state of Maryland is also looking to
3receive on a monthly basis various reports to identify
4trends that have occurred in the data for the
5applicants, recipients, and the responsible parties as
6well as timeliness, user usage of the system, and a
7monthly invoice for transactions that were -- for
8billable transactions.
9 Give me one second. If for any reason a
10financial institution is unable to provide a response
11for a submitted request, the state of Maryland is
12requesting information regarding why a match was not
13available. The state of Maryland is also seeking with
14the financial real property portion, Area 1, the
15capability to be able to identify known financial
16institutions for applicants, recipients and/or
17responsible parties.
18 That is the gist of the scope of work for
19this particular RFP. Danny, would you like me to cover
20any additional sections, or is it okay to move Section
213?

2 MS. SHAW: Huh?
3 MR. GULLEY: It's okay. Rob -- there are
4additional -- but it's okay unless maybe Rob has like
5additional issues to talk about.
6 MR. STARKEY: And good morning all. For
7Section 2; no, I think Kesha gave a good high-level
8overview.
9 MR. GULLEY: Okay.
10 MS. SHAW: Rob, I turn the floor over to you.
11 MR. STARKEY: All right. Good morning all.
12I will cover a few of the key details in Section 3 of
13the RFP. Most of -- a lot of the start of this section
14is around how we look to begin this project in terms of
15logistically with the kickoff meeting, requesting that
16the vendor bring to that meeting really two key pieces.
17First of all, a technical design document starting to
18propose the data elements and the technical mechanism.
19 We are looking for vendors to propose how the
20technical integration will work and bring that to the
21kickoff along with a proposed project schedule. In

1addition to that, there's details around the end of the
2contract and a lot of details around the invoicing.
3Our intent is that the invoices outlined in Section 3
4virtually correspond and allow us to validate the
5reports that are mentioned in another section.
6 This section also contains a lot of details
7around disaster recovery and security, and also in
8terms of how security incidents are to be reported.
9Most of the security is in alignment with the state of
10Maryland's Department of Information Technology
11standards which are referenced in the RFP.
12 There is in Section 3.8 what we call a
13"problem escalation procedure" that is a key
14deliverable from the contractor as part of the -- this
15RFP and project initiation. And what we're looking for
16is how the vendor will notify the State of the
17existence of any type of problems or defects preventing
18successful -- essentially requests and responses from
19flowing through the system and how that process will be
20through resolution.
21 We are requiring as part of this, that there

1is a SOC 2 Type II audit, so the security requirements
2are there that need to be furnished.
3 And lastly, the only key personnel that we
4have called out in the RFP is the project manager that
5we're requiring three -- at least three years of
6experience in similar type of projects. There's a lot
7of details on this key personnel, et cetera, but we are
8looking for that -- for that person and potentially to
9work directly with us on the state-side through the
10technical implementation, and so there's a lot of
11details about substitution and changes of that key
12person who would really be the point person, from our
13perspective, through this project.
14 All right. That's everything I have as far
15as an overview for Section 3. Danny, back to you.
16 MR. GULLEY: Thank you Rob and Kesha. So the
17floor is now being opened for any questions pertaining
18to those presentations that were made by Rob and Kesha.
19As I mentioned earlier, you can use the chat function
20to -- on Google Meet to either ask a question or to
21raise your hand to speak, and that information is for

2 UNIDENTIFIED SPEAKER: I will -- no
3questions.
4 UNIDENTIFIED SPEAKER: Do you have any
5questions?
6 MR. GULLEY: Hello?
7 UNIDENTIFIED SPEAKER: I have none at this
8time.
9 MR. GULLEY: Okay. So are we all okay with
10the presentations with Section 2 and 3? Okay. So
11with that being said, we will move to Section 4, 5, and
126. Section 4 is the proposal format, and we want to
13highlight again that all potential Offerors need to be
14registered with the eMaryland Marketplace Advantage.
15If you want to know what link to use, you can see that
16in -- at Section 4.2.
17 So in terms of -- I will try as much as
18possible to be fast with these sections, but after I
19will presume that you have already read those sections.
20So if you have like any questions, you can always make
21mention of that or -- in the chat or also call my

8 4.6, Multiple or Alternate Proposals.
9Multiple or alternate proposals will not be accepted.
10Submitting a proposal for one or both Functional Areas
11is not considered a multiple proposal so long as the
12Offeror follows the submission instructions. Please

2should be straightforward and concise.
3 4.9, Award Basis. This is an RFP so all
4proposals will be ranked technically and financially
5for each Functional Area. An overall ranking for each
6Functional Area will be done thereafter. Although the
7Department intends to make one award in each Functional
8Area, the Department reserves the right to make one
9award to an Offeror that proposes to provide services
10in both Functional Areas.
11 4.10, Oral Presentations. We may have oral
12presentations. Oral presentations will be considered
13part of the technical proposal. Procurement Officer --
14the Procurement Officer will notify Offerors of the
15time and place of oral representations.
16 Revision of the RFP. If there are any
17revisions to the RFP or addenda such as Questions and
18Responses, the Procurement Officer will post them to
19eMMA and the DHS website. Addenda are important. So
20far, I have not posted any. The Department has only

13wage requirement. Henry, are you there?
14 MR. THORSTRATEN: I am. Good morning.
15 MR. GULLEY: All right.
16 MR. THORSTRATEN: I'll discuss Maryland's
17Living Wage law. I'll be sharing information with you
18regarding this. It's been effective since October 1st,
192007.
20 The Maryland Living Wage law establishes and
21enforces wage standards for workers from private

1businesses receiving contracts or subsidies from local
2governments. Maintenance services and information
3technology services contractors are included among
4those required to adhere to these minimum hourly rates.
5An individual working full-time on a State project
6valued at $100,000 or more, if the contractor has more
7than 10 employees, or $500,000 if the employer has 10
8or fewer employees, is subject to this law which is
9under Title 18 of the State Finance and Procurement
10Article, the Annotated Code of Maryland.
11 The Maryland Living Wage law is $14.42 per
12hour effective September 28th, 2020 if 50 percent or
13more of the total value of the State contract is
14performed in the Tier 1 area. If 50 percent or more of
15the total State contract value is performed in the Tier
162 area, then $10.83 per hour is paid effective
17September 28th.
18 The specific Living Wage rate is determined
19by whether the majority of the services they place in
20the Tier 1 or Tier 2 areas of the State. The Tier 1
21area includes Baltimore City and Anne Arundel,

1Baltimore, Howard, Montgomery and Prince George's
2counties. The Tier 2 area includes any county in the
3State not included in the Tier 1 area.
4 If your business is operations and areas with
5two different wage tiers, the wage you pay is
6determined by the area in which 50 percent or more of
7the contract value is performed. If the employees who
8perform the services are not located in either Tier 1
9or Tier 2, the living wage rate will be based upon
10where the majority of the recipients of the services
11are located.

2Living Wage rates are subject to an annual adjustment

4the Contract may not change because of any Living Wage
5adjustments. Are there any questions regarding
6Maryland's Living Wage law?
7 MR. GULLEY: Hello? Okay. Thanks, Henry.
8I guess that is about it about the Living Wage. So we
9will now move to Section 4.29 which is the Federal
10Funding Acknowledgment. There's a federal component --
11a federal funding component of this Contract, so
12potential Offerors will have to fill in Attachment G of
13the RFP.
14 So 4.30, Conflict of Interest Affidavit and
15Disclosure. Please also submit a Conflict of Interest
16Affidavit and Disclosure and submit with your proposal.
17That is in Attachment H or is labeled Attachment H of
18the RFP.
19 Non-Disclosure Agreement, 4.31. A
20Non-Disclosure Agreement is not required for this

4Attachment R, you will have a Non-Disclosure Agreement
5labeled Attachment R. You will have to like fill that
6in when you are notified of the potential contract
7award.
8 4.32, HIPAA. HIPAA is not required. The
9Health Insurance Portability and Accountability Act
10Business Associate Agreement is not required for this

15 4.34 is not applicable.
16 4.35, Offeror is not required to complete the

1the DHS Hiring Agreement. Kenneth?
2 MR. JESSUP: Good morning everyone. I'm
3going to be really brief with this. Some of you have a
4lot of other things you need to discuss. I'm going to
5share my screen real quick with you.
6 So the Hiring Program, the purpose of it is
7to encourage the use of Hiring Agreements as a
8mechanism for providing current and former Family
9Investment recipients with employment opportunities who
10seek procurement contracts.
11 Basically, we like the opportunity to apply
12and interview for a position, if we're qualified, and
13we'll do the screening process for you. The only thing
14that we ask is that if you have any positions that come
15up during the life of the Contract, that you allow us
16to have individuals to interview for the position and
17we'll do the screening to make sure that they match up
18with the job requirements that you ask for and
19hopefully we can get some good matches out of that.
20 In addition to that though, one of the key
21areas for you would be that if you hire anyone out of

1our target population group, would allow you to be able
2to qualify to see if you can receive tax benefits from
3the Department of Labor by hiring out of targeted
4populations.
5 We have TANF recipients, which is Temporary
6Assistance to Needy Families, we have non-custodial
7parents that work with child support, and we have
8foster kids that are graduating from the system and we
9do our best to make sure that we can train them,
10prepare them and have them ready for positions that are
11coming available.
12 So as long as we can get your job description
13and the notification that a position is coming out,
14we'll do everything in our power to make sure that
15we'll send you qualified candidates to interview and if
16they -- if it turns out that they're a good fit and
17they meet your qualifications, that you hire them.
18That's about the beginning and the end of it.
19 The criteria for Hiring Agreement is that the
20Contract is -- the contract life is valid for two years
21or longer, valued at $200,000 or greater, and that the

2which includes subcontractors.
3 If you have any questions or concerns about
4the Hiring Agreement program, you can always reach out
to me, Kenneth.Jessup@maryland.gov, or 5
Hiring.agreements@maryland.gov. We're also listed on 6
7the BPW website under Hiring Agreement Advisory. Are
8there any questions?
9 MR. GULLEY: Thank you, Kenneth. So we are
10going to move to the next section which is the Small
11Business Reserve Procurement. This is not a -- this
12solicitation is not designated as a Small Business
13Reserve Procurement, and so we are now on -- that will
14be about it for Section 4.
15 So we will now move the Section 5 which talks
16about the proposal format.
17 5.1, this is a two-part submission proposal
18format. As I have discussed earlier, proposal
19submission will be in two parts, the technical and the
20financial.
21 An Offeror proposing to provide services in

1both Functional Areas identified in this RFP shall
2submit a technical proposal and financial proposal for
3of Functional Area I, that is verification of assets
4held by financial institutions; and Functional Area II,
5verification of real property assets.
6 Section 5.1.1, in terms of the volume, Volume
7I, the Technical Proposal. It is required that
8Technical Proposal be submitted via mail in paper
9format or hand-delivered to the Procurement Officer.
10 In Volume II, the financial proposal also is
11to be sent by mail or hand-delivered to the Procurement
12Officer.
13 Unless the resulting package will be too
14unwieldy, the third preference is for the separately
15sealed Technical and Financial Proposals to be
16submitted together in a single package to the
17Procurement Officer.
18 So if you are a potential Offeror, if you are
19submitting a Technical Proposal for Functional Area I,
20it should be a separate Technical proposal for
21Functional Area and a separate Financial proposal for

2should be separate Technical Proposal and separate
3Financial Proposal and put it in a single package
4addressed to the Procurement Officer of DHS.
5 Unless it is too unwieldy or too bulky, then
6you can separate it, but clearly identify that the
7entity for which you are submitting the proposal on
8behalf of -- clearly identify your entity.
9 5.2, Proposal Delivery and Packaging.
10Proposals, the Technical and Financial shall be -- it
11shall be delivered by 5:00 -- sorry. Proposals will
12not be -- a proposal will not -- submission by email
13will not be considered. Please take that into
14consideration, or please remember that email submission
15will not be considered. Please, also, do not provide
16any financial or pricing information in your Technical
17proposal. Please, please do not do that.
18 Volume I, the Technical Proposal. One -- so

20original executed Technical Proposal and all supporting
21material marked and sealed, it should also have four

2should also have one electronic version of the
3Technical Proposal in Microsoft Word format version,

5 And, also, you should have two electronic
6versions of the Technical Proposal in a searchable
7Adobe PDF format including a redacted version and a
8second electronic with a claim of confidentiality and
9proprietor information redacted. So you should have a
10redacted and an unredacted version basically.
11 Volume II, the Financial Proposal consisting
12of one original -- you should have one executed
13Financial Proposal and all supporting material marked
14and sealed. You should also have four duplicate copies
15of the above separately marked and sealed, and you
16should also have one electronic version of the
17Financial Proposal in searchable Adobe PDF format.
18Again, please omit all pricing information from your
19Technical Proposal. We can't emphasize that more.
20 So we will move when -- 5.3.1. When you are
21preparing your Technical Proposal, please refer or

1respond to section-by-section of the Scope of Work
2because we will have evaluated looking at your proposal
3and we want to understand whether you understand the
4scope of work by section and whether you're actually
5responding to the Scope of Work.
6 We don't want Offerors, or potential
7Offerors, who didn't comply, or are comply, or agree.
8We want you want you to respond as to the Scope of Work
9in terms of the methodology. How do you intend on
10performing your services? So please try as much as
11possible to do that.
12 Please note that the Technical Proposal will
13also need to be broken down into tabs. For Tab A, if
14you have the Title Page and the Table of Contents, Tab
15A-1 should also contain any confidentiality of
16proprietary information. So if you have a proprietary,
17a confidentiality -- confidential information, you
18should please state the section or sections under which
19the confidential information is located and why are
20they confidential under Tab A -- Tab A-1, sorry,
21Confidential Proprietary Information. And that should

1come after the Title Page and before the Table of
2Contents.
3 So under Tab B, you should also have your
4Transmittal Letter. Please remember to acknowledge all
5receive of addenda under the Tab B there.
6Acknowledgment of addenda is always done in your
7Transmittal Letter, which is located under Tab B of
8your proposal.
9 So we'll move to Tab C which is the Executive
10Summary. You should clearly state which Functional
11Areas or Functional Area you are submitting proposal
12for under the Executive Summary. And also, you should
13also -- any exceptions -- if you have any exceptions
14with the Contract, if you also state that in your
15Executive Summary. If you have any exceptions to the
16Scope of Work, you should also state that in your
17Executive Summary.
18 Tab D is to be left blank because that is
19where the minimum qualification should be located, but
20there are no minimum qualifications for this RFP so it
21should be left blank.

1 So your next section is TAB E and that is
2basically the entire meat or the substance of your
3proposal. That's where you will practically respond to
4the work plan methodology as to how you intend on
5procuring DHS or meeting DHS service requirements.
6 So you should clearly be descriptive as to
7how that the Scope of Work will be our -- as to how DHS
8requirements -- as to how you intend on meeting the
9requirements for the Scope of Work. You should give a
10definitive section-by-section description of the
11proposed plan to meet the requirements and you should
12include specific methodology techniques; the number of
13staff to to be used.
14 And also, if applicable, you should -- yeah,
15Rob clearly mentioned that there's only like only --
16only -- the required person for this contract is the
17project manager. So they only require like a single --
18there aren't like number of more listing of staff
19required, so you should also take that into
20consideration.
21 You should also consider that for each

1Functional Area, the Offeror should describe the
2breadth or the scope of sources that will be utilized
3in generating the electronically verified asset data or
4information. For each Functional Area, too, the
5Offeror should describe the proposed methodology.
6 For each Functional Area, the Offeror should
7describe the proposed methodology for searching the
8assets including the -- including whether a search will
9be limited or focused on a specific geographic area.
10So the Offeror should also be specific and describe as
11to the length of time that will be required in
12providing the information.
13 All of that should be clearly stated on your
14response to the Technical -- I mean, your Technical --
15your response to the Technical requirements.
16 So the Offeror should also describe the
17established data disaster recovery and security model.
18That should considered.
19 Also, the Contract Initiation Plan should
20also be taken into consideration. You should propose a
21contract initiation plan. How do you intend on

1accomplishing or meeting a contract initiation period?
2Because there's a specific number of months that are
3required by the contract initiation plan. You should
4also take that into consideration.
5 You should also prepare -- there should also
6be a submission of a draft Problem Escalation
7Procedure, the PEP, when you are responding to this
8section. That should include, at a minimum, titles of
9individuals that will be contacted by the State Project
10Manager should there be a problem.
11 Also, we will now move to -- that basically
12covers TAB E of the -- when you are responding to the
13Technical requirements. So after that, we will move to
14the Tab F which talks about the experience and the
15qualifications of proposed staff.
16 Please provide your Staffing Plan and
17additional resources that should be acquired to meet
18the needs of the Department. Describe in detail how
19the proposed staff's experience and qualifications
20relate to their specific responsibilities.
21 As Rob earlier mentioned, there's a key

1personnel requirement. You need to state that under
2the proposed staff and also you need to propose -- you
3need to state any subcontractors who are to be assigned
4to the project if the Offeror is awarded the contract.
5 You may also have to provide your
6organizational chart outlining the personnel and their
7related duties. You should include the job titles and
8the percentage of time that will be allocated to the
9contract.
10 The next section will be Tab -- I mean, the
11next Tab will be Tab G which would speak to the
12Offeror's qualifications and capabilities. So you are
13to just list the number of years the Offeror has been
14providing similar goods or services, the number of
15clients and the geographic location these clients are
16located or the Offeror is currently serving. So that
17is just the gist of what should be under Tab G.
18 Under Tab H will basically list your
19references, and the number of references requires three
20references to attest to your abilities or capabilities
21to provide similar services that you're proposing.

1 Under Tab I, you have to list all of your
2current or prior State contracts. So if you have
3current contracts with the state of Maryland or other
4states, you have to list those contracts and if you --
5have been completed within the last five years period.
6 Under Tab J, you are to provide your
7financial capabilities. That is you have to provide
8your -- preferably is your profit and loss statement
9and a balance sheet within the last two years. It
10should be independently audited. That is what is
11preferred by the State. And also -- that would that
12would be that for Tab J.
13 Under Tab K, is the Certificate of Insurance.
14You have to list -- there are specific requirements or
15insurance requirements that are located under Section
163.6 of the Proposal. You need to go back and look at
17those insurance requirements.
18 Under Tab L, you have to list all of your
19subcontractors who have been utilized for this
20contract.
21 Under Tab M, if you have any legal action,

1you have to provide a summary to the State if there are
2any -- currently any legal action or litigation the
3potential Offeror is involved with. You have to list -
4- you have to -- or involved in, you have to list that.
5 There's no Economic Benefit for this
6contract, so you have to leave Tab N as blank.
7 And under Tab O, you have to submit all of
8the required form attachments and one of which is the
9Bid Proposal Affidavit, the Living Wage. All of that
10is located under -- you should locate all of those
11attachments under Tab 0 of the Proposal.
12 So 5.4, the Volume -- Volume II. We just
13discussed the Technical Proposal. The Financial
14Proposal, if you -- it was listed as Attachment B to
15the RFP which Tab 1 consists of the instructions. Tab
162 is the Financial Asset Verification and Tab 3 is the
17Real Property Verification. It's an Excel sheet and it
18is labeled as Attachment B to the RFP.
19 6.1. So we are currently under Section 6
20that talks about the evaluation process and
21establishment of an Evaluation Committee. 6.1, there

1will be an Evaluation Committee to evaluate proposals
2for this RFP.
3 6.2. The criteria to be used to evaluate
4each Technical Proposal are listed below in descending
5order of importance. The Technical Proposals submitted
6for each Functional Area will be ranked against other
7Technical Proposals submitted in that Functional Area.
8 So in order of importance, those items -- in
9order of descending -- I mean, in descending order the
10important -- items that will be rated are 6.21, the
11Offeror's Technical Response to Requirements and Work
12Plan. So if you want to have a clear detail of that,
13please look at 5.3.2.F of the RFP, and that is broken
14down into subpoints.
15 6.2.1.1, the Offeror's ability to provide
16services that maximize the overall benefits to the
17State.
18 6.2.1.2, the quality of the Offeror's
19Disaster Recovery and Security Plan.
20 6.2.1.3, the breadth of sources that an
21Offeror will utilize to determine the value of assets

2 6.2.1.4, any binding commitments by the
3Offeror to provide asset verification on an expedited
4timeline.
5 6.2.1.5, the quality of an Offeror's Contract
6Initiation Plan to integrate its services into the
7State's Eligibility and Enrollment System.
8 And 6.2.1.6, the Offeror's ability to provide
9timely and accurate reports to assist the State in
10monitoring contractor performance.
11 The next descending order of importance is
126.2.2, the Offeror's Qualifications and Capabilities
13including proposed subcontractor. If you want to look
14at that, you can look at the Section 5.3.2.H of the
15RFP.
16 The next item in order of descending
17importance is the Experience and Qualifications of
18proposed staff. See 5.3.2.G.
19 6.3, the Financial Proposal Evaluation
20Criteria. So all qualified Offerors will be ranked in
21each Functional Area from the lower, most advantageous,

1to the higher, the least advantageous price based on
2the Total Proposal Price within the stated guidelines
3set forth in this RFP and as submitted on Attachment B,
4which is the Financial Proposal Form.
5 6.5., the Selection Procedure.
6 6.5.1, the general selection procedure is
7that the contract will be awarded in accordance with
8the Competitive Sealed Proposals method found at COMAR
921.05.O3.
10 6.5.2, the Selection Process Sequence. The
11Technical Proposal will be evaluated for technical
12merit and ranked in each Functional Area. During this
13review, oral presentations and discussions may be held.
14 D, the Financial Proposal of each Qualified
15Offeror, a responsible Offeror determined to have
16submitted an acceptable proposal will be evaluated and
17ranked separately from the Technical evaluation in each
18Functional Area.
19 After a review of the Financial Proposal of
20Qualified Offerors, the Evaluation Committee or
21Procurement Officer may again conduct discussions to

2 When in the best interest of the State, the
3Procurement Officer may permit Qualified Offerors to
4revise their initial proposal and submit in writing
5Best and Final Offers, BAFOs. The State may make an
6award without issuing a request for a BAFO or Best and
7Final Offers. Offerors may only perform limited
8substitutions of proposed personnel as allowed in
9Section 3.11.
10 6.5.3, Award Determination. Upon completion
11of the Technical Proposal and Financial Proposal
12evaluation and ranking, each Offeror will receive an
13overall ranking. In making this most advantageous
14Proposal determination, Technical Proposals -- sorry,
15Technical factors will receive equal weight to
16Financial factors.
17 So again, Technical factors will receive
