Thank you to the potential vendors again or 3submitting your interest and joining us for today's 4session. 5 To give you a brief background of the Family 6Investment Administration within the Department of 7Human Services, we are the public assistance serving 8administration within DHS, so there are a number of 9public assistance programs by which we effectuate and 10determine eligibility for our customers in Maryland 11which includes our Medicaid program. 12 Specifically, as we are reviewing for today, 13Asset Verification Services, that will be in the realm 14of our Medicaid program. Currently, we do utilize AVS 15as it is required by the Centers for Medicaid and 16Medicare Services for our long-term care Medicaid 17program, and we will soon be expanding, again per CMS 18requirement, to also include a digital Medicaid 19program. 20 In order to utilize AVS, for us to have it, 21again, as I mentioned, it is very critical for us to HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 9 1have as we determine eligibility for our customers in 2Maryland. So I just 7want to mention that the essence of this process of the 8pre-proposal conference is to go through the RFP or the 9Request for Proposal section-by-section, beginning with 10Section 1 up to Section 6. We will skip Section 1 11because there are no minimal qualification requirements 12for this RFP. 13 So with that being said, we will now go to 14Section 2 and Section 3 which will be presented 15simultaneously by both Rob Starkey who is the Technical 16Integration Manager and Kesha Shaw who is the State 17Project Manner for this AVS. Kesha and Rob, the floor 18is all yours. 19 MS. SHAW: Good morning everyone. The Department of 19Human Services as well as the Maryland Department of 20Health determine Medicaid eligibility for State of 21Maryland, MAGI and non-MAGI customers. HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 11 1 As La Shera identified, we are mandated by 2the Centers for Medicare and Medicaid as well as the 3Social Security Act to obtain electronically 4verification of assets of recipients as well as 5applicants. In doing so, the state of Maryland has 6released a RFP that you guys are all potential bidders 7for to obtain financial assets as well as real property 8assets up to 60 consecutive months for applicants and 9recipients of its Medicaid program. 10 The state of Maryland intends to submit a 11electronic batch file on a daily basis to the vendor 12with responses being received on a daily basis as well. 13The Functional Area for -- Functional Area 1; Financial 14Institutions, the State is looking to obtain account 15numbers, balances as of the first of the month for the 16applicant, the recipient, as well as the spouse or any 17other responsible individual that is identified. 18 For Functional Area 2, the State is seeking 19to obtain verification of any real property owned by 20the applicant, or recipient, or the spouse, or other 21responsible party within a 60-month look-back period or HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 12 1as identified in the Parameter Data Element Agreement. 2 The state of Maryland is also looking to 3receive on a monthly basis various reports to identify 4trends that have occurred in the data for the 5applicants, recipients, and the responsible parties as 6well as timeliness, user usage of the system, and a 7monthly invoice for transactions that were -- for 8billable transactions. 9 Give me one second. If for any reason a 10financial institution is unable to provide a response 11for a submitted request, the state of Maryland is 12requesting information regarding why a match was not 13available. The state of Maryland is also seeking with 14the financial real property portion, Area 1, the 15capability to be able to identify known financial 16institutions for applicants, recipients and/or 17responsible parties. 18 That is the gist of the scope of work for 19this particular RFP. Danny, would you like me to cover 20any additional sections, or is it okay to move Section 213? SHAW: Huh? 3 MR. GULLEY: It's okay. Rob -- there are 4additional -- but it's okay unless maybe Rob has like 5additional issues to talk about. 6 MR. STARKEY: And good morning all. For 7Section 2; no, I think Kesha gave a good high-level 8overview. 9 MR. GULLEY: Okay. 10 MS. SHAW: Rob, I turn the floor over to you. 11 MR. STARKEY: All right. Good morning all. 12I will cover a few of the key details in Section 3 of 13the RFP. Most of -- a lot of the start of this section 14is around how we look to begin this project in terms of 15logistically with the kickoff meeting, requesting that 16the vendor bring to that meeting really two key pieces. 17First of all, a technical design document starting to 18propose the data elements and the technical mechanism. 19 We are looking for vendors to propose how the 20technical integration will work and bring that to the 21kickoff along with a proposed project schedule. In HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 14 1addition to that, there's details around the end of the 2contract and a lot of details around the invoicing. 3Our intent is that the invoices outlined in Section 3 4virtually correspond and allow us to validate the 5reports that are mentioned in another section. 6 This section also contains a lot of details 7around disaster recovery and security, and also in 8terms of how security incidents are to be reported. 9Most of the security is in alignment with the state of 10Maryland's Department of Information Technology 11standards which are referenced in the RFP. 12 There is in Section 3.8 what we call a 13"problem escalation procedure" that is a key 14deliverable from the contractor as part of the -- this 15RFP and project initiation. And what we're looking for 16is how the vendor will notify the State of the 17existence of any type of problems or defects preventing 18successful -- essentially requests and responses from 19flowing through the system and how that process will be 20through resolution. 21 We are requiring as part of this, that there HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 15 1is a SOC 2 Type II audit, so the security requirements 2are there that need to be furnished. 3 And lastly, the only key personnel that we 4have called out in the RFP is the project manager that 5we're requiring three -- at least three years of 6experience in similar type of projects. There's a lot 7of details on this key personnel, et cetera, but we are 8looking for that -- for that person and potentially to 9work directly with us on the state-side through the 10technical implementation, and so there's a lot of 11details about substitution and changes of that key 12person who would really be the point person, from our 13perspective, through this project. 14 All right. That's everything I have as far 15as an overview for Section 3. Danny, back to you. 16 MR. GULLEY: Thank you Rob and Kesha. Section 4 is the proposal format, and we want to 13highlight again that all potential Offerors need to be 14registered with the eMaryland Marketplace Advantage. 15If you want to know what link to use, you can see that 16in -- at Section 4.2. 17 So in terms of -- I will try as much as 18possible to be fast with these sections, but after I 19will presume that you have already read those sections. 20So if you have like any questions, you can always make 21mention of that or -- in the chat or also call my HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 17 1attention to that. 2 So there are two batches of questions 3concerning this solicitation that have been received so 4far. Responses to the first batch of questions were 5published on DHS website and eMMA on August 20th, 2020. 6The second batch of questions and responses will be 7published two days after this pre-proposal conference. 8 However, if you have any questions today 9concerning this and concerning the solicitation, you 10can ask them orally or later send them to me by email. 11We will make it a point to answer all questions. Know 12that all questions and responses will be published on 13eMMA and the DHS website. 14 Section 4.5; the Proposal Due or Closing Date 15and Time. Proposals are due on Friday, 13 November 162020 at 4:30 p.m. Eastern Daylight Time. I will 17provide further details on this information later and 18the importance of following the submission procedures 19in the RFP. 20 If the proposals are late, they will be 21deemed late and not accepted. And please note that DHS HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 18 1will accept only paper proposals mailed or hand- 2delivered to the Procurement Officer. 3 Financial proposals shall be sent by mail or 4hand-delivered and must be received by the Procurement 5Officer by the due date and time in order to be 6considered. Proposals may not be submitted by email, 7or facsimile. 8 4.6, Multiple or Alternate Proposals. 9Multiple or alternate proposals will not be accepted. 10Submitting a proposal for one or both Functional Areas 11is not considered a multiple proposal so long as the 12Offeror follows the submission instructions. Please 13note that Offeror can decide to submit a proposal to 14provide services for only Functional Area I, that is 15verification of assets held by financial institutions, 16or Functional Area II, verification of real property. 17Or they can also decide to submit a proposal to provide 18services for both Functional Areas. Each Functional 19Area, that is I and II, must be submitted in separate 20technical and financial proposals. 21 4.7, Economy of Preparation. Proposals HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 19 1should be prepared simply and economically. This 2should be straightforward and concise. 3 4.9, Award Basis. This is an RFP so all 4proposals will be ranked technically and financially 5for each Functional Area. An overall ranking for each 6Functional Area will be done thereafter. Although the 7Department intends to make one award in each Functional 8Area, the Department reserves the right to make one 9award to an Offeror that proposes to provide services 10in both Functional Areas. 11 4.10, Oral Presentations. We may have oral 12presentations. Oral presentations will be considered 13part of the technical proposal. Procurement Officer -- 14the Procurement Officer will notify Offerors of the 15time and place of oral representations. 16 Revision of the RFP. If there are any 17revisions to the RFP or addenda such as Questions and 18Responses, the Procurement Officer will post them to 19eMMA and the DHS website. Addenda are important. So 20far, I have not posted any. So please be on the lookout for any new 2addenda to the RFP. 3 The Question and Response document was also 4directly sent to a list of vendors. That 7way, you should receive any further addenda to the RFP. 8 Acknowledgement of the receipt of all addenda 9to this RFP issued before the proposal due date shall 10be included in the Transmittal Letter accompanying the 11Offerors Technical Proposal. 12 4.17, Acceptance of Terms and Conditions. By 13submitting a proposal in response to this RFP, the 14Offeror, if accepted for award, shall be deemed to have 15accepted the terms and conditions of this RFP and the 16Contract which is attached as Attachment M to the RFP. 17Any exceptions to this RFP or the Contract shall be 18clearly identified in the Executive Summary of the 19Technical Proposal. 20 4.18, Proposal Affidavit. Please submit a 21Proposal Affidavit with your proposal. You must register with the State 3Department of Assessments and Taxation, SDAT. It is 4strongly recommended that any potential Offeror 5complete registration prior to the proposal due date 6and time. 7 4.26, MBE Participation Goal. There is no 8MBE participation goal for this contract. VSBE goal; 9there is also no VSBE participation goal for this 10contract. 11 Okay. I will now turn the floor over to my 12colleague, Henry Thorstraten, to present on the living 13wage requirement. Henry, are you there? 14 MR. THORSTRATEN: I am. Good morning. 15 MR. GULLEY: All right. 16 MR. THORSTRATEN: I'll discuss Maryland's 17Living Wage law. I'll be sharing information with you 18regarding this. It's been effective since October 1st, 192007. 20 The Maryland Living Wage law establishes and 21enforces wage standards for workers from private HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 22 1businesses receiving contracts or subsidies from local 2governments. Maintenance services and information 3technology services contractors are included among 4those required to adhere to these minimum hourly rates. 5An individual working full-time on a State project 6valued at $100,000 or more, if the contractor has more 7than 10 employees, or $500,000 if the employer has 10 8or fewer employees, is subject to this law which is 9under Title 18 of the State Finance and Procurement 10Article, the Annotated Code of Maryland. 11 The Maryland Living Wage law is $14.42 per 12hour effective September 28th, 2020 if 50 percent or 13more of the total value of the State contract is 14performed in the Tier 1 area. If 50 percent or more of 15the total State contract value is performed in the Tier 162 area, then $10.83 per hour is paid effective 17September 28th. 18 The specific Living Wage rate is determined 19by whether the majority of the services they place in 20the Tier 1 or Tier 2 areas of the State. The Tier 1 21area includes Baltimore City and Anne Arundel, HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 23 1Baltimore, Howard, Montgomery and Prince George's 2counties. The Tier 2 area includes any county in the 3State not included in the Tier 1 area. 4 If your business is operations and areas with 5two different wage tiers, the wage you pay is 6determined by the area in which 50 percent or more of 7the contract value is performed. If the employees who 8perform the services are not located in either Tier 1 9or Tier 2, the living wage rate will be based upon 10where the majority of the recipients of the services 11are located. 12 Additional information regarding Maryland'S 13Living Wage requirement is contained in Attachment F of 14the RFP, which is entitled Affidavit Agreement, 15Maryland Living Wage Requirements for Service 16Contracts. Maryland Living Wage law is administered by 17the Maryland Department of Labor. The 2Living Wage rates are subject to an annual adjustment 3by the Department of Labor. However, your prices under 4the Contract may not change because of any Living Wage 5adjustments. So we 9will now move to Section 4.29 which is the Federal 10Funding Acknowledgment. There's a federal component -- 11a federal funding component of this Contract, so 12potential Offerors will have to fill in Attachment G of 13the RFP. 14 So 4.30, Conflict of Interest Affidavit and 15Disclosure. If you have any exceptions to the 16Scope of Work, you should also state that in your 17Executive Summary. 18 Tab D is to be left blank because that is 19where the minimum qualification should be located, but 20there are no minimum qualifications for this RFP so it 21should be left blank. That's where you will practically respond to 4the work plan methodology as to how you intend on 5procuring DHS or meeting DHS service requirements. 6 So you should clearly be descriptive as to 7how that the Scope of Work will be our -- as to how DHS 8requirements -- as to how you intend on meeting the 9requirements for the Scope of Work. You should give a 10definitive section-by-section description of the 11proposed plan to meet the requirements and you should 12include specific methodology techniques; the number of 13staff to to be used. 14 And also, if applicable, you should -- yeah, 15Rob clearly mentioned that there's only like only -- 16only -- the required person for this contract is the 17project manager. So they only require like a single -- 18there aren't like number of more listing of staff 19required, so you should also take that into 20consideration. 21 You should also consider that for each HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 35 1Functional Area, the Offeror should describe the 2breadth or the scope of sources that will be utilized 3in generating the electronically verified asset data or 4information. For each Functional Area, too, the 5Offeror should describe the proposed methodology. 6 For each Functional Area, the Offeror should 7describe the proposed methodology for searching the 8assets including the -- including whether a search will 9be limited or focused on a specific geographic area. 10So the Offeror should also be specific and describe as 11to the length of time that will be required in 12providing the information. 13 All of that should be clearly stated on your 14response to the Technical -- I mean, your Technical -- 15your response to the Technical requirements. 16 So the Offeror should also describe the 17established data disaster recovery and security model. 18That should considered. 19 Also, the Contract Initiation Plan should 20also be taken into consideration. You should propose a 21contract initiation plan. How do you intend on HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 36 1accomplishing or meeting a contract initiation period? 2Because there's a specific number of months that are 3required by the contract initiation plan. You should 4also take that into consideration. 5 You should also prepare -- there should also 6be a submission of a draft Problem Escalation 7Procedure, the PEP, when you are responding to this 8section. That should include, at a minimum, titles of 9individuals that will be contacted by the State Project 10Manager should there be a problem. 11 Also, we will now move to -- that basically 12covers TAB E of the -- when you are responding to the 13Technical requirements. So after that, we will move to 14the Tab F which talks about the experience and the 15qualifications of proposed staff. 16 Please provide your Staffing Plan and 17additional resources that should be acquired to meet 18the needs of the Department. Describe in detail how 19the proposed staff's experience and qualifications 20relate to their specific responsibilities. 21 As Rob earlier mentioned, there's a key HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 37 1personnel requirement. You need to state that under 2the proposed staff and also you need to propose -- you 3need to state any subcontractors who are to be assigned 4to the project if the Offeror is awarded the contract. 5 You may also have to provide your 6organizational chart outlining the personnel and their 7related duties. You should include the job titles and 8the percentage of time that will be allocated to the 9contract. 10 The next section will be Tab -- I mean, the 11next Tab will be Tab G which would speak to the 12Offeror's qualifications and capabilities. So you are 13to just list the number of years the Offeror has been 14providing similar goods or services, the number of 15clients and the geographic location these clients are 16located or the Offeror is currently serving. So that 17is just the gist of what should be under Tab G. 18 Under Tab H will basically list your 19references, and the number of references requires three 20references to attest to your abilities or capabilities 21to provide similar services that you're proposing. So if you have 3current contracts with the state of Maryland or other 4states, you have to list those contracts and if you -- 5have been completed within the last five years period. 6 Under Tab J, you are to provide your 7financial capabilities. That is you have to provide 8your -- preferably is your profit and loss statement 9and a balance sheet within the last two years. It 10should be independently audited. That is what is 11preferred by the State. And also -- that would that 12would be that for Tab J. 13 Under Tab K, is the Certificate of Insurance. 14You have to list -- there are specific requirements or 15insurance requirements that are located under Section 163.6 of the Proposal. You need to go back and look at 17those insurance requirements. 18 Under Tab L, you have to list all of your 19subcontractors who have been utilized for this 20contract. 21 Under Tab M, if you have any legal action, HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 39 1you have to provide a summary to the State if there are 2any -- currently any legal action or litigation the 3potential Offeror is involved with. You have to list - 4- you have to -- or involved in, you have to list that. 5 There's no Economic Benefit for this 6contract, so you have to leave Tab N as blank. 7 And under Tab O, you have to submit all of 8the required form attachments and one of which is the 9Bid Proposal Affidavit, the Living Wage. All of that 10is located under -- you should locate all of those 11attachments under Tab 0 of the Proposal. 12 So 5.4, the Volume -- Volume II. We just 13discussed the Technical Proposal. The Financial 14Proposal, if you -- it was listed as Attachment B to 15the RFP which Tab 1 consists of the instructions. Tab 162 is the Financial Asset Verification and Tab 3 is the 17Real Property Verification. It's an Excel sheet and it 18is labeled as Attachment B to the RFP. 19 6.1. So we are currently under Section 6 20that talks about the evaluation process and 21establishment of an Evaluation Committee. 6.1, there HUNT REPORTING COMPANY Court Reporting and Litigation Support Serving Maryland, Washington, and Virginia 410-766-HUNT (4868) 1-800-950-DEPO (3376) 40 1will be an Evaluation Committee to evaluate proposals 2for this RFP. 3 6.2. The criteria to be used to evaluate 4each Technical Proposal are listed below in descending 5order of importance. The Technical Proposals submitted 6for each Functional Area will be ranked against other 7Technical Proposals submitted in that Functional Area. 8 So in order of importance, those items -- in 9order of descending -- I mean, in descending order the 10important -- items that will be rated are 6.21, the 11Offeror's Technical Response to Requirements and Work 12Plan. If you want to look 14at that, you can look at the Section 5.3.2.H of the 15RFP. 16 The next item in order of descending 17importance is the Experience and Qualifications of 18proposed staff. See 5.3.2.G. 19 6.3, the Financial Proposal Evaluation 20Criteria.
