Item # 1: ( 912 - 00 ) Amendment-This is not a Solicitation. The Illinois State Toll Highway Authority is giving notice to amend contract I-15-4657 (Purchase Order 23-557THA-ENGCO-P-45478) with WSP USA Environment & Infrastructure/TY Lin International. This contract is for Design Section Engineer (DSE) services required for the Elgin Hare Western Access (EOWA) Tollway (I-490) project. The scope of the proposed improvements includes construction of the Elgin Hare Western Access Tollway (I-490) between County Line Road to Franklin Avenue. The contract is part of the overall 6.4-mile Elgin Hare Western Access Tollway corridor between I-294 and I-90. The original contract was solicited on PSB 15-2 on July 6, 2015 on Illinois Procurement Bulletin number 22036578 and approved by the Tollway Board on October 27, 2016 via Board Resolution number 21152 for $13,491,452.94. On 10/26/2023 the board approved a Supplemental Design Services in the amount of $1,385,000.00. This design team provided design engineering services and preparation of bid documents for two ongoing construction contracts: contract I-21-4742 and I-21-4743. Advertisement of contract 4742, which is a Cook County project for local road improvements required to accommodate the proposed I-490 tollway, was originally scheduled for 2022 but was delayed until August 2024 to accommodate corridor construction schedules and to coordinate with Cook County. Additional delays were incurred during award of the contract which resulted in 4742 starting construction in March 2025 with completion anticipated in 2026. Advertisement of contract 4743 was also delayed due to coordination with UPRR and construction was not started until late 2024. The current construction completion date is May 2027. A different method for procurement is not recommended because the current consultant team is responsible for responding to RFIs related to these ongoing construction contracts. This amendment is also required to extend the completion date of the contract to October 26, 2026. No additional funds will be required. Amendment-This is not a Solicitation.
