JPMC FY27-31 Collection Services The Illinois Department of Revenue, in agreement with the Chief Procurement Officer for General Services (CPO-GS), desires to establish Joint Purchase Master Contracts to enable the Department of Revenue and governmental units Collection Services for First Placements and Second Placements/Litigation for outstanding debt on an as needed basis during the contract period. Item # 1: This is a Request for Proposal (RFP) which requires the pricing to remain locked/unopened prior to the Agency's evaluation of the vendor's technical proposal. The vendor agrees to provide collection services either inside or outside the State of Illinois, to the Illinois Department of Revenue and governmental units - this is contingency fee percentage based for First Placements. The percentage will be that for which the vendor is willing to work any and all state debt expressly listed or implied in the RFP. Vendors must have the capability to net out their fees - gross collections, minus vendor collection fee, equal new collections. Failure to submit pricing in the Items Tab on BidBuy may render the vendors entire proposal non-responsive and ineligible for award. Do not enter cost, pricing, or any discount information in the Alternate Description field. Entering cost, pricing or discount information in the Alternate Description may result in disqualification. BidBuy will show the line item Net Unit Cost and Total Cost in dollars but the actual Unit of Measurement is percentage.
