Description

NASA Armstrong Flight Research Center (AFRC) is hereby soliciting information from potential sources for facility operations, maintenance, repair, and other directly related safety and miscellaneous services for all infrastructure/facilities (buildings, hangars, utilities, structures and related systems) and assets (equipment and utility infrastructure). AFRC includes the main center at Edwards Air Force Base (EAFB), California 93523.

NASA AFRC is seeking capability statements from interested Small Business firms for the purposes of determining the appropriate level of competition for Facilities Operations and Maintenance.

This Market Survey is conducted, in part, in an effort to obtain the information necessary to determine whether adequate competition exists to set-aside the competition.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.

Interested Small Business firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than fifteen (15) pages indicating the ability to perform all aspects of the effort.

Further information regarding the NASA AFRC’s work requirements is set forth in Attachment 1 –Required Capabilities.

The requirement is considered to be a commercial service.  A commercial item is defined in FAR 2.101.

Submittal Requirements for Market Survey

Responses to this Market Survey must include the following:

  1. Sources Sought Notice NO. 80AFRC26SS003, Name of the Respondent, point of contact, address, phone number, email address, DUNS, CAGE Code, a statement regarding size status under NAICS code 561210, and website (if applicable).
  2. Identification as to whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint venture, or teaming arrangements that will be pursued, if any.
  3. All requested information set forth in the Attachment 1 - Required Capabilities

This submittal should not exceed fifteen (15) pages. The submittal must specifically address each and all the capability requirements listed in Attachment 1 – Required Capabilities (i.e., Items II. A - C), including all requested information.

Interested firms shall submit their capability statements to the Contracting Officer Cacie Carrillo on the NASA’s Enterprise File Sharing and Sync Box.

The interested firms shall ensure documents are free from viruses and malware, as documents determined by NASA to contain a virus or malware will not be opened or reviewed.

Electronic file names shall be limited to letters, numbers, and single spaces, with the exception of the period that is required before the file extension (e.g., .pdf), in order to successfully upload and download files from the EFSS Box system. The firm shall not use special characters “/” or “\” in file names. The firm shall clearly label the contents of the file and include the name of the firm in the file name. Individual files cannot exceed 150GB per file. Examples of acceptable file names are as follows (not specific to this solicitation):

Immediately after all files have been uploaded, the firm shall notify Cacie Carrillo at the following email address: cacie.carrillo@nasa.gov with a listing of all documents that were submitted via EFSS Box. The firm shall courtesy copy (cc) Eleonor Barron (eleonor.barron@nasa.gov) on this communication. If any problems are experienced with the EFSS Box system (e.g., login, file transfer), please contact Eleonor Barron as soon as possible.
