Bid Postings • 12-1253R Old Shellpot Interceptor Rehabilitat Skip to Main Content Services Governance Community Business Search Home Bid Postings Print Print Bid Number: 12-1253R Bid Title: 12-1253R Old Shellpot Interceptor Rehabilitation Phase II Category: Construction Contracts Status: Closed Description: OLD SHELLPOT INTERCEPTOR REHABILITATION PHASE II CONTRACT #2011-12R Sealed bids are invited by New Castle County Department of Special Services for cleaning and Post-Construction CCTV; installation of cured-in-place pipe liner (CIPPL) in various sizes of sewer mains; completion of cured-in-place point repairs (CIPPR); testing and chemically sealing sanitary sewer pipe joints; testing and chemically sealing taps and laterals; and warranty tests and inspections of approximately 22,000 LF of pipes ranging from 10 inches to 42 inches in accordance with the Contract Drawings and Specifications. The Work is located in Brandywine Hundred, New Castle County, Delaware with much of the work being adjacent to Shellpot Creek. Plans and Specifications may be obtained on or after December 10, 2013, at the William J. Conner Building, 187-A Old Churchmans Road, New Castle DE, 19720 from the Contracts Officer, room 058, telephone (302) 395-5749 upon non-refundable payment of $100.00. Cash or checks only. Sealed bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until 2:00 p.m. on March 04, 2014 when they will be opened and read publicly. Bids from firms not prequalified will not be considered. Bid envelopes shall carry a clear notation “OLD SHELLPOT INTERCEPTOR REHABILITATION PHASE II, Contract 2011-12R, Bid No. 12-1253R ” . Bids shall be accompanied by a Bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject any and all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County and licensed to do business in the State of Delaware, in the amount of the contract price. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified to bid on this Contract. Prequalification Forms are included with the Plans and Specifications. Prequalification Forms addressed to the Chief of Project Management will be received by the Department of Special Services, William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE, 19720, until 4:00 p.m. on January 24, 2014. Prequalification envelopes shall carry a clear notation “ OLD SHELLPOT INTERCEPTOR REHABILITATION PHASE 2 , Prequalification Forms for Bid No. 12-1253R. CONTRACTOR RESPONSIBLITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000.00 are required to complete and submit a signed original Contractor Responsibility Certification (CRC) form. This form should be submitted as soon as possible but in all cases must be received by the New Castle County Department of Special Services, Chief of Project Management, no later than the advertised deadline for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. CRC forms submitted by facsimile will not be accepted. PREBID MEETING There will be a prebid meeting at 10:00 a.m. on January 15, 2014, in the General Manager’s conference room of the William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE 19720. MBE/WBE PARTICIPATION Minority and Women Business Enterprises (M/WBE) will be afforded full opportunity to submit bids and will not be subject to discrimination on the basis of race, color, national origin, sex, religion, age, disability, or sexual orientation in consideration of this award. This is to advise bidders of the requirements regarding the “Good Faith Efforts” necessary to be deemed a responsive and responsible bidder. The Federal Register Part 40 CFR 33.301 requires these Good Faith Efforts in procurement actions to assure that Disadvantage Business Enterprises (DBE) are made aware of procurement opportunities in construction, equipment, services and supplies under EPA financial assistant agreements. (a) Ensure DBE’s are made aware of contracting opportunities to the fullest extent practicable through outreach and recruitment activities by placing qualified DBE’s on solicitation lists whenever they are potential sources. (b) Establish delivery schedules, where the requirement permits to encourage participation by DBE’s. The loan recipient should allow a 30-day minimum advertising period for bidding. (c) Dividing total requirements, when economically feasible, into small tasks or quantities, to permit maximum participation of DBE’s. (d) Encourage contracting with a consortium of DBE’s when a contract is too large for one of these firms to handle individually. (e) Using the services of the Delaware Department of Transportation (DelDOT), the United States Small Business Administration (SBA), and the Minority Business Development Agency (MDBA) of the U.S. Department of Commerce. (f) Require the prime contractor, if subcontracts are to be let, to take steps a to e. FEDERAL FUNDING REQUIREMENTS This project is being partially funded with federal grant money. There are bidding requirements and contract requirements related to this funding, including disadvantaged business enterprise subcontractor outreach, affirmative action goals, reporting requirements and other requirements detailed in the bidding documents.
