1. PURPOSE
This is a Special Notice issued solely for informational and market research purposes in accordance with FAR 10.001(a)(2) and FAR 15.201 - Exchanges with Industry Before Receipt of Proposals. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bids (IFB). No award will be made from this notice.
The Bureau of Reclamation (Reclamation) intends to conduct an Industry Day to engage with qualified commercial diving training providers regarding an upcoming requirement for commercial dive training services for Reclamation Engineer Divers, to be procured under a planned five-year Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract.
This event will provide industry an opportunity to learn about Reclamation's mission needs, ask questions, and provide feedback on training delivery methods, capabilities, and innovative approaches that meet OSHA 29 CFR 1910 Subpart T Commercial Diving Operations requirements.

2. INDUSTRY DAY EVENT INFORMATION
Date: February 4, 2026
Time: 9:00 AM PST
Location: 500 Fir St, Boulder City, NV 89005
A formal agenda, confirmed location, and check-in instructions will be provided to registered participants prior to the event.

3. EVENT OVERVIEW
Topics anticipated for discussion include:
- Overview of Reclamation's underwater inspection program and diver mission (freshwater dams, bridges, pumping plants, siphons, high-altitude reservoirs, etc.).
- Requirements for developing and delivering a commercial dive training program that meets all OSHA 29 CFR 1910 Subpart T training elements.
- Desired training structure, including:
o Combination of classroom (distance learning preferred) and hands-on/in-water training.
o Ability for students to test out of academic modules (CLEP-style).
o Maximum class size of 15 students.
o Training tailored specifically to Reclamation's underwater inspection tasks and operational environment.
- Use of Government-furnished facilities such as:
o Classroom space
o 12-ft dive tanks
o Local lakes for open-water and deeper training
o Surface-supplied air stations and equipment
o Government boats and dive support resources
o High-pressure breathing air compressors
- Overview of required contractor personnel qualifications (ACDE 01-2015; minimum two years commercial surface-supplied experience).
- Discussion of anticipated task order requirements throughout the IDIQ (initial training development, recurring new-diver training, audit/oversight of biannual dive training, etc.).
- Feedback on training schedule flexibility, proposed contractor locations, and alternative delivery approaches.
A question-and-answer session will follow the presentation.

4. PROJECT BACKGROUND
Reclamation conducts underwater inspections across 17 western states, including examinations of dams, bridges, hydropower features, pumping plants, and other assets. Training is needed to certify Reclamation divers as commercial divers under OSHA Subpart T, noting that Reclamation does not intend to issue ADCI cards as part of this requirement.
Training must enable divers to safely complete tasks such as altitude diving (to 10,000 ft), cold-water diving, surface-supplied operations, SCUBA, underwater rigging, differential pressure awareness, drysuit operations, and low-visibility inspections.

- Commercial Services: This is expected to be solicited as a commercial service acquisition under FAR Part 12.
- Place of Performance: Government facilities in Boulder City, NV; Boise, ID; or contractor-proposed locations that meet training requirements.
