Print Bid Title: RFP for Consulting Services Relating to Management & Operations of Bismarck Event Center Category: Administration Status: Closed Description: Purpose of the request The City of Bismarck is looking for a review of the Bismarck Event Center and how it compares to other similar exhibit halls, arenas, and theatres across the nation, relating to management and operations. This would be inclusive of financials, statistics, lease agreements and other important categories that would be identified in the process Scope of Consulting Services The City of Bismarck, through this Request for Proposal, seeks a qualified consultant to review the current management and operations of the Bismarck Event Center, a department of the City of Bismarck, North Dakota and provide recommendations to effectively operate the facility in a manner that benefits the residents, businesses, visitors, community partners & stakeholders, and the City of Bismarck through increased events and activities that are unique, engaging, and add to the quality of life and entertainment available in Bismarck, North Dakota. The scope of services includes the following tasks: Review of Current Management & Operations. Provide a comprehensive review and recommendations for improving the various divisions within the Bismarck Event Center Department to include Business Office & Operations; Food & Beverage Service to include catering, concessions, and alcohol sales; Box Office & Ticketing; Sales & Marketing; and Operations. Public Engagement. Facilitate public engagement to solicit ideas and feedback throughout the creation process. Public engagement activities should be arranged to obtain meaningful and representative responses from residents of Bismarck and the surrounding community. This process will begin with the creation and acceptance of a public participation plan, which outlines means to effectively engage stakeholders and the general public. Staff Engagement. Maintain open communication with Bismarck Event Center managers and staff for information relating to the operations of the Bismarck Event Center. Provide a plan for effective communications with Event Center staff to seek and understand their roles and responsibilities throughout the department. Project Scope. Provide recommendations to the Board of City Commissioners relating to: Increased venue activity. Appropriate events and activities that maximize the overall community impact to stakeholders and other businesses, including the City of Bismarck, with consideration given to long-term agreements and annually occurring events Enhanced / improved delivery of services, IT network functionality, management and operations Overall financial structure of Bismarck Event Center as it would compare to similar facilities across the region Overall structure and mission of the Bismarck Event Center Staff Communications. Maintain regular communications with City of Bismarck staff through email, meetings, or phone throughout the process, to include, at a minimum, monthly remote meetings with staff throughout the duration of the project. City of Bismarck staff will include, but not be limited to the City Administrator, the Acting Event Center Director, and others deemed appropriate by the City Administrator. City staff in the Administration Department will remain a local resource to the consultant throughout the process. Implementation Support. Provide a support plan for the implementation of the recommended actions.
