Print Bid Title: Request for Letters of Interest as a Pre-Application for Overdose Prevention Center Pilot Program Category: Current Requests for Quotes, Proposals and Bids Status: Closed Description: The City of Burlington is seeking Letters of Interest (LOIs) and Pre-Applications from qualified entities to participate in the implementation of a pilot Overdose Prevention Center (OPC) in Burlington, Vermont. This opportunity aligns with Act No. 178 (2024), aimed at providing a harm-reduction response to the overdose crisis. The successful candidate(s) will be invited to submit a full proposal for grant funding for the planning & capacity building phase, establishment and operation of the OPC. The pilot program will be funded through a subrecipient agreement with the City of Burlington supported by the Vermont Opioid Abatement Special Fund. The City of Burlington must submit a City Council approved proposal that meets or exceeds the minimum requirements in Act 178 and the OPC Operating Guidelines set forth by the Department of Health to establish a subrecipient agreement. The city is committed to working alongside the successful grantee to provide support and proposal development assistance in alignment with a collaborative procurement model. The City of Burlington and the Vermont Department of Health encourage community collaboration and the utilization of a collective impact model to ensure broad support and engagement in this initiative. Special Requirements: 1. Organization Name and Contact Information 2. Organizational Fit: Explain why your organization is uniquely suited to implement an Overdose Prevention Center (OPC) in Burlington. Include a brief description of your organization, its mission, and its experience in harm reduction, public health, or related fields. 3. Project Vision: Provide a high-level overview of your vision for implementing and operating an OPC in Burlington, Vermont. 4. Organizational Capacity: Summary of your team’s relevant expertise and experience, including medical, harm reduction, and administrative capacity. Include information about the resources and partnerships currently in place or being developed and your current needs for building capacity for the project. 5. Community Engagement: A brief description of how your organization will engage key stakeholders, including people with lived experience and community partners in collaboration with the city of Burlington. 6. Include statement of Understanding: By submitting this letter of intent (LOI), we affirm that we have read, understand, and will comply with the Vermont Department of Health Guidelines for Overdose Prevention Centers as outlined in Act No. 178 of 2024.
