Print Bid Title: Conceptual Site Plans Downtown Redevelopment Areas Category: Bid Opportunities Status: Closed Description: Request for Proposals Conceptual Site Plans Downtown Redevelopment Areas City of Fremont Nebraska Your firm is invited to respond to this request for proposals for accomplishment of conceptual site plans and initial cost estimates on two proposed redevelopment sites located within the boundaries of the Downtown Improvement District of Fremont, Nebraska. The delivery schedule is specified within the enclosed information. The request does not commit the City of Fremont to pay any cost incurred in the preparation or submission of your qualifications nor to procure a contract for any services or supplies. Three (3) sealed copies of your response should be submitted on or before 2:00 p.m., Central Standard Time, June 14, 2013, to: City Clerk 2nd Floor, Municipal Building 400 E. Military Avenue Fremont, NE 68025 The outside of your envelope should be marked SITE PLAN PROPOSAL. Your response should be signed by an official authorized to bind the offer. Any artwork, extensive visuals, and other presentation aids necessary to convey the intent of your proposal is encouraged. Proposals will be evaluated entirely upon their completeness, technical content, cost and the ability of the firm to perform the required service. Once a firm has been selected, a contract will be negotiated between the firm and the City of Fremont. The first area is located at 3rd and Main Streets. The second area is located at 5th Street from Main to Park Street (including the parking lot on the corner of 5th and Park). The City of Fremont desires to have the conceptual site plans and cost estimates complete by December 1, 2013 as part of the evolution towards a Business Improvement District. To be responsive, your proposal shall demonstrate your: 1. Understanding of the proposed project; 2. Background of your experience and qualifications in similar or related work; 3. Specific approach to accomplishing each item or the work activities (ie: field surveys, data analysis, reference work, reviews, time deadlines, etc.) 4. Qualifications and availability of persons to perform each work activity; 5. Problems anticipated that could limit or constrain results; 6. General outline or description of final product for each work activity; 7. Ability to produce a quality product in an economically efficient manner. II. Qualifications Criteria The minimum qualifications shall be considered as follows: 1. Specialized experience and professional competence of the respondent and its personnel in connection with the type of services to be rendered; 2. Past performance record on contracts with the grantee or with others on such factors as quality of work, responsibility, and ability to meet schedules; 3. Capacity of the consultant to perform the work within the time limitation taking into consideration the current planned work load of the respondent; 4. The familiarity of the respondent with similar types of problems applicable to the project; 5. Avoidance of personal and organizational conflicts of interest as prohibited under federal, state, and local laws. III. Proposal Evaluation Criteria In arriving at a decision for a consultant based upon a proposed scope of work, proposals shall be evaluated using the following criteria and scoring system: a) The consultant’s ability to meet the criteria in Part II, Qualifications Criteria. (25 points) b) The consultant’s proposed method to accomplish the work: (25 points) c) The consultant’s capacity to perform the work in a timely manner. (20 points) d) The consultant’s past experience in working with downtown area projects and other redevelopment projects. (20 points) e) Cost plus expenses.
