Print Bid Title: Consulting Services for Community Facility Needs Analysis RFP Amended Category: Administration Status: Closed Description: The City of Bismarck is seeking the services of a qualified consulting firm (or team of firms) to prepare an analysis of the current, unmet, and future needs of the community related to meeting, event and entertainment facilities. The selected consulting firm shall develop an impartial evaluation of the identified facilities to determine their 1) need; 2) viability; 3) sustainability; and 4) impact on the quality of life in our community. Please note: The firm selected to perform this study will not be eligible for design, architectural, construction, management or operations contracts work on any facility resulting from this study for a period of five years. Required Proposal Response Information The community facility needs analysis should do the following. Firms responding to this Request for Proposal are asked to present their qualification information following the numbering scheme below so that evaluators of the responses will be able to evaluate all responses in a timely and orderly process. 1. Identify study approach and deliverables. 2. Outline the professional qualifications of your company to provide the facility needs analysis. 3. Identify previous experience for projects of this nature that your company has performed. 4. Provide resumes of all parties to be involved in the facility needs analysis. 5. Provide examples of projects that moved forward based on your analysis and how they are performing. 6. Provide a timetable for completion of the facility needs analysis. A final report will be due by June 14, 2014. 7. Identify current and former clients for which similar work has been performed. Please provide the company name, a contact person’s name, telephone number, email address and the year in which the work was performed. 8. Provide examples of how public input will be obtained. Although not rated the following items must be included in the proposed study scope of work: 9. Determine whether a market exists for each current, unmet and future facility. 10. Identify the niche market, if any, that would be viable for a facility located in Bismarck, ND. 11. Identify construction cost estimates and prospective general locations for new, expanded, or re-purposed facilities. 12. Identify annual operating cost estimates for new, expanded, or re-purposed facilities. 13. Identify on-going needs for subsidies for new, expanded, or re-purposed facilities. 14. Identify how future facilities will impact job creation opportunities. Proposal Response Due Date Firms interested in submitting a proposal to conduct the community facility needs analysis shall submit seven (7) complete sets of proposals by 5:00 p.m. on Friday, January 17, 2014 , to W.C. Wocken, City Administrator for the City of Bismarck at the City of Bismarck Administration Office located at 221 N. 5th Street, PO Box 5503, Bismarck, ND 58506. The City of Bismarck reserves the right to reject any and all proposals and to waive any informalities. The city reserves the right to interview any proposer regarding their proposal. The City of Bismarck will not discriminate against any firm submitting a proposal because of race, creed, color, national origin or handicap.
