The Owner reserves the right to reject any or all submissions, waive technicalities, and make or decline award(s) as deemed to be in the best interest of the City of Morgantown. Project Overview The purpose of the Feasibility Study will be to analyze and evaluate possible locations for a fire station replacement (including total renovation of existing facility) within the response zone times and determine the needs of the various public safety agencies including and explore a range of possibilities for a training center. The Master Planning Phase will be to prepare a program and conceptual master plan for both a fire station and a safety training center at various locations. The master planning process will include preliminary cost estimates, site plans, renderings, and floor plans. The results of this effort will enable the City to move into the formal design process and site selection, and ensure the best value is obtained quickly and confidently. The Design Phase will include engineering, design, planning, specifications creation, and creating bid documents related to the design of a new/renovated fire station and a safety training center. The consultant(s) will work under the direction of the City Manager’s Office, Morgantown Fire Chief, and City Engineer or their designees for this project. The City reserves the right to split this project between multiple firms. Selected consultant(s) will enter into an agreement which will specify the scope of work, billing rates and total fees, timelines of work, personnel to be assigned, and other terms.
