Request for Information Residential Housing Health Care for Homeless Veteran Program (HCHV) Alexandria VA Health Care System Alexandria, Louisiana DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the appropriate level of residential safe housing care to the beneficiaries of the Department of Veterans Affairs, Alexandria VA Health Care System, 2495 Shreveport Hwy, Pineville, LA. 71360, Rapides catchment area. The estimated period of performance will be from the 1 June 2026 for a 5-year period of performance and no ordering period shall exceed 12 months. The number of Veterans requiring residential safe housing services (bed days) over the next five years will fluctuate and cannot be adequately determined at this time. Therefore, the award of firm-fixed price Indefinite Delivery Contract (IDC) is anticipated. Please be aware all Federal, State and local labor laws will be applicable to this procurement including, federal minimum wage as provided in Section 6(a)(1) of the Fair Labor Standards Act. If you have specific questions regarding labor laws, you should contact your local Federal Department of Labor representative. BACKGROUND: Services shall be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). It is understood that the type of patients who receive services under this contract will normally require additional services above the level of simple room and board. Services shall include, but not be limited to, residential room and board, provision of an alcohol and drug free environment, facilitation of active voluntary affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling as required to facilitate overcoming resistance to engagement in DVA treatment or rehabilitative services. The residence shall be within a 20-mile radius of the Alexandria VA Health Care System, 2495 Shreveport Hwy, Pineville, LA. 71360. The per diem rate established will be an all-inclusive rate. Charges rendered will apply only to the number of beds utilized, not to exceed a maximum of 10 safe house beds reserved for Veterans enrolled in Substance Abuse Treatment Program and in need of shelter while receiving treatment. It is understood that the clients to be cared for under this contract are Veterans who require shelter and/or are homeless, require care, treatment, and rehabilitation services for substance use disorders and/or co-occurring mental health disorder and are capable of self-care on a daily basis. Services will be provided in accordance with all terms, conditions, and provisions listed in the schedule of the solicitation. REQUIRED: Interested agencies will be licensed by the State of Louisiana in which its provider number is based, accreditation by a recognized accrediting body i.e. Joint Commission (JC) or Community Health Accreditation Program (CHAP). All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is Request for Information synopsis. Questions should be submitted by email to thomas.kovarovic@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub-zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 624229 Other Community Housing Services (size standard $19M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Request for Information synopsis, a solicitation announcement may be published on the Contract Opportunities website (SAM.gov). Responses to this Request for Information synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Request for Information announcement. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company can provide the requested services at time of award. Include your company s experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small as defined by the NAICS (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the UEI number of your firm. (h) In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in the Small Business Search database if applicable (Small Business registration is required for Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Small Business information at https://search.certifications.sba.gov/. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM.
