Click here for full RFP PDF document.Subject: Request for Proposal (RFP)Vernal City is seeking proposals from qualified Contractors to carry out the lawn care maintenance for the Freestone Walking Park(6), the city owned area of Aggie blvd and intersecting Main st. areas(1), Memory Grove located on Robinwood lane(2), New Cobble Rock block 100 South 100 East patch(3), T-Rex and adjacent “Welcome” sign grass(4), (7)City Hall 100 South patch and East side of PD (7), and the 500 North 500 West two triangle parcels(5). (See corresponding maps and descriptions included below). Your company is invited to submit a proposal in response to this Request for Proposal (RFP).Sealed Bid Requirement:Proposals must be submitted in a sealed envelope and clearly marked "Proposal for Lawn Care Maintenance", to ensure the integrity and confidentiality of the submission. The sealed bid requirement is mandatory for all vendors participating in this RFP process. Email submissions are not permitted. Proposal Due Date:Proposals must be received no later than March 15, 2026 , by 4:00 P.M. Late submissions will not be accepted or considered. Please allow sufficient time for your proposal to be delivered and received by the due date. Submission Method:Proposals can be submitted by mail, or delivered in person, to the following address:Vernal City Finance DirectorNick Rousseau374 East Main Vernal, UT 84078Project Specifications:Mowing: Contractor will mow all turf areas at the areas referred to above, once a week - theWalking Park every other week -from April 15th to September 30th during the contract period. During the rest of the year, the contractor will mow as needed to keep the grass from growing more than 1 1⁄2” above the mowing height. Mowing height shall be no less than three inches and no higher than three and one half inches (3 1⁄2”) as measured to the mower blade from a flat, paved surface. Walking Park grass length may be mowed at 4 1⁄2 inches because it is a field. Clippings may be left on the turf as long as no visible clumps remain on the grass surface after mowing. Otherwise, clippings must be collected and disposed of by the Contractor. Please provide the following:Weekly costs for all areas except the Freestone Walking Park, andBi-weekly cost for the walking park, (i.e., every other week), andCost per mowing before April 15, 2026, andCost per mowing after September 30, 2025Edging and Trimming: All areas except Freestone Walking Park to be edged weekly along the edges, sidewalks, driveways, and around trees, fence edges etc. during the period of mowing contract for the same areas listed for mowing. Grass around sprinkler heads shall be trimmed so that grass does not interfere with or interrupt the irrigation system. Freestone walking Park to be edged every other week.Contractor shall have all debris blown off paved and or concrete areas when done each week.Proposal Requirements:All proposals shall include the maintenance specifications for the lawn care mowing and trimming. Along with the requested billing schedule. Proposal Evaluation Criteria:The selection of the vendor will be based on various factors, including but not limited to:How well the proposal meets the needs of Vernal City and the guidelines of the RFP.Price and other considerations of value. Please note that the lowest or any proposal will not necessarily be accepted. Vernal City reserves the right to reject any or all proposals received.
