Description
The City of Eagle Pass, Texas (“City”) is issuing this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from qualified economists, infrastructure advisory firms, transportation and trade economists, public-sector financial consultants, or infrastructure planning firms to perform an independent, third-party economic and financial evaluation of potential third international bridge development alternatives. 1. The proposed Puerto Verde Global Trade Bridge, a privately promoted commercial international crossing 2. A potential third international bridge that is 100% publicly owned, financed, and controlled by the City of Eagle Pass. The selected firm will provide an objective, professional, and defensible evaluation to support City Council, City management, and the public in making an informed, data-driven infrastructure decision. The evaluation shall not presume approval or endorsement of any specific project, location, or development structure. Purpose The purpose of this RFQ is to obtain an independent, neutral, and technically rigorous analysis of third international bridge development alternatives to determine: • Whether current and projected cross-border demand supports the need for a third international bridge. • The financial and economic feasibility of various development structures. • The long-term fiscal, infrastructure, and strategic impacts to the city; and • The comparative risks, benefits, and taxpayer exposure are associated with each alternative. The analysis shall identify and quantify potential public financial exposure, infrastructure obligations, and long-term fiscal sustainability under each development model.
