The scope of work for this contract includes envelope improvements on the 1904 “Carnegie Wing” of the Fletcher Free Library, including masonry, stone, and terra cotta restoration, lead-based paint abatement, wood windows and doors restoration, and fabrication and installation of custom sheet metal gutters and downspouts. This property is listed on the National Register of Historic Places. As such, due to the sensitive nature of this important cultural resource, the City will be executing a single contract with a Prequalified General Contractor (GC) for all the work. The City will also require that the Masonry Restoration, Wood Windows and Doors, and Lead-based Paint Abatement Subcontractors, to be hired by the GC, meet certain minimum experience and personnel qualification requirements for their portions of the work. The City will be using Federal “Save America’s Treasures” grant funding to finance the project. The selected GC will be required to meet all necessary obligations under the federal and state law associated with such financing including but not limited to having a valid Unique Entity Identifier (UEI) number available from SAM.gov , and insuring that all bids meet the requirements of the Davis-Bacon Wage Act and “Build America, Buy America” (BABA) provisions (as applicable). There may be other procurement requirements which will be listed in the specifications. How do I use the Market Snapshot?

It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.

The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.

What do P10 and P90 mean?

P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
