ADS10001 Advertising - Student Enrollment ADS10011 Advertising 06 March 202606 March 202606 March 202606 March 202606 March 202606 March 202606 March 202606 March 202606 March 2026 mailto: Shane.Harris@eku.edu RFP-490-2026 (Advertising Services) PURPOSE & INTENT: The purpose of this Request for Proposal (RFP) is to identify and engage a qualified agency partner to provide advertising and related communications services in support of the University’s undergraduate and GOAT (graduate, online, adult, and transfer) recruitment efforts. The scope of this RFP includes strategic planning, media strategy, media buying and placement, performance analysis, and coordination across multiple channels and platforms. The successful Offeror should demonstrate experience executing local, regional, and national advertising campaigns across digital, broadcast, print, search, social, and other traditional and emerging media. Familiarity with higher education recruitment, workforce and employment trends, and student decision-making behaviors within the University’s priority markets is strongly preferred, as these insights are expected to inform strategy development, media investment decisions, and overall campaign effectiveness. This RFP also includes the identification and deployment of a college search strategy spanning students’ freshman through senior years of high school. The search component should support intentional, segmented outreach aligned to defined student personas and recruitment pathways, including direct admit and other targeted swim lanes, and should integrate with paid media and communications strategies to support long-term pipeline development and enrollment growth. SCOPE: Please see attachment "RFP-490-2026 Advertising Services (Full Scope)" in the "Buyer's Attachment" section of this solicitation event. NOTES TO ALL PROSPECTIVE VENDORS: 1. As this solicitation will be awarded via 'personal service contract' (PSC), all prospective vendors must be registered with the Kentucky Secretary of State's Office and be an entity in good standing in order to be awarded from this solicitation. Offeror does not have to be registered in order to submit a proposal; however, the successful Offeror will have to become registered. 2.Prospective vendors should also review the "PSC SAMPLE" file in the "Buyer's Attachment" section of this RFP to familiarize themselves with the PSC template and the PSC invoicing process. Please do not fill out the PSC as part of your proposal submission. 3. Vendors should be aware that in order to bid on any solicitation event, you must create an account in our JAGGAER e-Procurement system. Vendors will submit their questions via the Q&A Board within this electronic solicitation event, and all questions submitted by the deadline will be addressed via Addendum which will be posted within the "'Buyer Attachments" section for review by prospective vendors. Please note that in order for your proposal to be Description considered "complete," you must download, acknowledge, sign, and upload any addendums issued with your full proposal. The closing date for this solicitation will be 4/6/2026 at 2:00PM (EST) and all proposals must be finalized and submitted by that time. CONTRACT TERM: The Contract resulting from this RFP and the Successful Offeror’s Proposal shall have an initial term from July 1, 2026 through June 30, 2027. The Contract shall be renewable for up to five (5) consecutive one (1) year renewal periods. The total contract period will not exceed six (6) years, subject to KRS 45A145. Annual renewal will be contingent upon the University’s needs and satisfaction with the services performed and the overall performance of the Contractor. The University reserves the right to renegotiate any term and/or condition as may be necessary to meet requirements for any renewal period.
