The Department of Human Services, Torrance State Hospital is seeking a contractor to provide BREAD AND BREAD ITEMS FOR DELIVERY FROM JAN - MAR 2026 for consumers located at State Route 1014, Torrance, PA 15779, Westmoreland County.
Quantities listed are estimates and may increase or decrease based on the needs of the facility.
Bidders will only bid the acceptable brands, pack size and codes as specified. All items to be in accordance with the attached PA Specifications.
Delivery Dates are specified in accordance with facility storage space allotments and must be adhered to; facilities may arrange alternate deliveries as it requires.
Deliveries are made Monday through Friday from 8:00am until 11:45am. Delivery must not be made on a state holiday.
Award will be awarded based on lowest overall price.
Bids are due November 5, 2025 at 10:00am and must be submitted electronically. Late bids will be
disqualified. Contractors must enter firm prices for all items and provide appropriate responses to all “Mandatory Attributes” contained in the solicitation. Failure to submit bid as described may result in yours being rejected as a non-responsive bidder.
ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are
responsible for monitoring the DGS EMarketplace website to view any change notices to this
IFB. The change notices shall become incorporated as part of this bid. In order to submit your
