Description
The Smithsonian Institution (“Smithsonian”) is providing this Notice of a Pending Solicitation for a design build contract of a Solar Array System for Agrivoltaics Research.
This request is full and open, the Smithsonian Institution will accept proposals from all qualified offerors.
The applicable North American Industry Classification Codes (“NAICS”) are:
- 221114 - Solar Electric Power Generation size standard 500 employees
- 236220 - Commercial and Institutional Building Construction size standard is $45.0 million.
- 237130 - Power and Communication Line and Related Structures Construction size standard is $45.0 million.
- 541330 – Engineering Services size standard is $47.0 million
Project Information:
The Work includes but is not limited to the following:
The design and construction of a ground mounted Photovoltaic (PV) system (henceforth to be referred to as “agrivoltaics”) consisting of four distinct configurations (arrays) with a total output of 2.0 Megawatts (MW) DC, for the purpose of agrivoltaics research.
Location:
The project will be located on approximately 12 acres of agricultural land on SI property, located behind the Woodlawn House on Contees Wharf Rd. in Edgewater, MD 21037. This property is part of the Smithsonian Environmental Research Center (SERC) located at 647 Contees Wharf Road, Edgewater, MD 21037.
Period of Performance:
Contract Time for all Base Bid Work shall include the commencement of some on-site work within 60 days of Notice to Proceed, while design work may still be ongoing, and the completion and delivery of the commissioned system within four hundred thirty-four (434) calendar days from Notice-to-Proceed.
Total Estimated cost range is more than $10,000,000.
THIS IS NOT A REQUEST FOR PROPOSAL. The full solicitation, request for proposal and supporting documents will be released on or about April 2026, contract number 333302-26RF-0010008. Responses will be due within (30) days of release. Electronic copies will be uploaded to SAM.gov site. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.There is no guarantee or implication of a guarantee this this project will be solicited.
The Smithsonian Institution’s evaluation panel will be the sole entity to determine as to whether an offeror is capable of meeting the requirements to carry out contract performance.
