Print Bid Title: Request for Proposals - Structure for Multiple Commercial Tenants at Belfast Airport Business Park Category: Economic Development Status: Closed Description: REQUEST FOR PROPOSALS STRUCTURE AND BUSINESS PLAN/MODEL TO PROVIDE SPACE FOR MULTIPLE SMALL BUSINESSES BELFAST AIRPORT BUSINESS PARK The City of Belfast currently seeks a private entity to construct, own, and manage a structure of at least 4,000-5,000 square feet that will provide spaces for rent to multiple small businesses of a commercial/industrial nature; this structure will either include shared access to a loading dock or a shared fork lift, to facilitate truck transportation for tenant businesses. The City seeks a creative and compelling business plan/model to serve existing and demonstrable near future needs. As an incentive to generate a qualified proposal, the City of Belfast is prepared to enter into a long-term ground lease or convey the property at no cost to the successful respondent, depending on the terms of the proposal, to the entity one or more remaining lots in the City-owned Belfast Airport Business Park (BABP). The BABP is conveniently located along the U.S. Route 1 Bypass, approximately one mile south of Belfast’s commercial center. The BABP is home to Belfast Industries, the City of Belfast Transfer & Recycling Facility, Coastal Helicopters, Ducktrap River of Maine, Easterly Wine, Larrabee Brothers Plumbing & Heating, Little River Apparel Manufacturing, Maine Maritime Products, TPS Technologies, and the United States Department of Agriculture. Belfast Municipal Airport is located between the north and south phases of the BABP. The City currently has 5 lots available in the south phase of the BABP (along Little River Drive), ranging in size from 1.67 to 2.66 acres. These lots have access to 3-phase electrical power, municipal sewer, and municipal water (served by a 12” water main with 46 PSI at the hydrant, with a 950 gallon/minute flow at 35 PSI). The BABP possesses a permit under the Site Location of Development Law, which eliminates the need for additional permits from the Maine Department of Environmental Protection, provided various criteria are met. Most allowed uses require only Code Enforcement Officer review and not local Planning Board review. (However, the permit does require certain deed restrictions, and there are additional requirements to comply with Federal Aviation Administration regulations.) A complete proposal will include the following components: 1. description of the structure to be built, showing its layout and all amenities; 2. evidence of financial capacity of the developing entity; 4. marketing plan/strategy for acquisition of tenants (including what types of tenant businesses will be targeted); 5. management and business plan/model for the building/business; 6. timeline for construction and implementation; 7. curriculum vitae or resume for each principal owner and operations manager, demonstrating related qualifications and experience; and 8. identification of any other expectations/requirements of the City of Belfast necessary for the successful completion of this project (e.g. assistance in marketing, infrastructure improvements, credit enhancement agreement, etc.) You may wish to review the following documents in the creation of your proposal (available for download below, under 'Related Documents'): 1) Map of available lots 2) Current zoning regulations for the Business Park-Airport District 3) Protective covenants, restrictions, conditions of use, and rights to repurchase Proposals are due by 12:00 PM on Monday, December 22nd, 2014. No right, title, or interest shall accrue to any applicant until a contract has been duly executed by both parties.
