Print Bid Title: Operation of the Belfast City Park Food Concession Category: Parks & Recreation Status: Closed Description: Request for Proposals Operation of the Belfast City Park Food Concession The City of Belfast is inviting competitive proposals from qualified individuals to operate a food concession located in its City Park. The Concession stand is fully equipped with all modern restaurant style kitchen components. Dates of operation are May 1st to October 1st with negotiable hours. The successful concessionaire will need to document in their proposal: A. A description of their business plan for this facility including the products and services to be provided. This must include: 1. Your interest in operating a concession the Belfast City Park location. 2. A description of your business. 3. Information on your background and history in the concession or foodservices industry. 4. Any special skills and marketing applicable to the promotion of the concession operation and Park to the public. B. References from a combination of customers or employers who have utilized your services and establishments where your services have been performed. We would like the following information: 1. Name of individual or company where services were provided. 2. Address of individual or company. 3. Name of contact person. 4. Telephone number or e-mail address of contact person. 5. Type of services provided and dates of services provided. C. Compensation The proposal shall include an offer of compensation to be paid to the City for securing this license per year. We are open to a one year or up to three year agreement. This may be a combination of cash rent and in-kind services. Prospective concessionaires are encouraged to familiarize themselves with the City Park location as well as a concession facility and to review the terms and conditions that go with this proposal which can be found at the city web site or the City Manager’s office. Questions, including requests to inspect the facility should be directed to Jennika Lundy in the City Manager’s office at 338-3370 extension 10 Proposals must be submitted in writing to the City Clerk, 131 Church Street, Belfast Maine 04915 in a sealed envelope and marked “Concession Proposal” no later than 10:30 a.m. on March 14, 2013 at which time proposals will be opened in the Council Chambers of Belfast City Hall. The City of Belfast reserves the right to reject any and all proposals. Successful candidate and their employees will be screened by law enforcement. Terms and Conditions 1. The City of Belfast agrees to lease its City Park facility for purpose of operating a food service concession. 2. The term of this __ year agreement shall be from City Park opening ___ until no later than ___ each year beginning 2013 and ending 2014 and may be renewed but is non-transferable. This agreement subject to approval of City Council and will not be effective until such approval is granted. 3. Operating hours shall generally be at the discretion of the applicant with City approval. With advanced notice, special events may necessitate some adjustments. 4. Compensation-Lessee shall pay the City a rent of $___monthly. In lieu of being assessed any costs for utilities the lessee agrees to (maintain the City Park restroom facilities)? on Saturdays and Sundays, on an as needed basis, during the term outlined in this contract. 5. Lessee shall, at all times and at his expense, keep the building and immediate surrounding grounds of the premises in good, sanitary and neat order. 6. The City may enter the premises upon twenty-four hour notice to lessee for reasonable inspection of the premises, unless an emergency exists at which time no notice is required. Rest rooms will be subjected to weekend inspections. 7. Operator agrees to generally police the area for trash. Operator will remove any and all trash that is generated by his patrons and place in trash containers. Lessee shall pay for disposal of cooking oil in a Health Department approved container. 8. Operator agrees to operate said food service in strict compliance with all applicable laws, regulations, and local ordinances. Any unlawful or illegal activities, of any kind, will result in the immediate termination of this agreement. 9. Lessee shall maintain general liability insurance to cover damages and injury from negligence in the amount of $1,000,000. Lessee shall indemnify and save forever harmless the Lessor from any and all claims for damages of any kind which may be made against the Lessor, its officers, agents and/or employees for any loss, claim, personal injury, death or property damage arising from lessee’s use and occupation of the premises or claims arising from eating or drinking of any food, beverage and any other products sold by lessee. 10. The City agrees to provide, at no charge, a minimum of four (4) picnic tables.
