Page 3 of 3 THIS IS A PRE-SOLICITATION NOTICE ONLY: THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, Veterans Benefits Administration, Office of Mission Support, Acquisition Division intends to issue a Request for Proposal (RFP) for a Multiple Award Indefinite Delivery-Indefinite Quantity (IDIQ) contract for Chapter 36, Personalized Career Planning and Guidance (PCPG) Services, for the VBA Office of Transition and Economic Development (TED). The Department of Veterans Affairs (VA), has authority, pursuant to Title 38 USC Chapter 36, to provide all services and assistance necessary to enable eligible Servicemembers, Veterans, and eligible Dependents to achieve their academic and vocational goals and objectives. The purpose of providing these services is for the individual to achieve their desired educational and vocational goals and objectives. The objective of this procurement is to aid the individual in selecting (1) an educational or training objective and an educational institution or training establishment appropriate for the attainment of such objective; or (2) an employment objective that would be likely to provide such individual with satisfactory employment opportunities in light of the individual s circumstances; or (3) related services. This requirement will be competed as a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government intends to award a single IDIQ contract for each of the following four (4) districts: Pacific; Continental; Southeast; Northeast. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical approach. Applicable NAICS code is 624310, Vocational Rehabilitation Services, with a small business size standard of $15 Million. The anticipated contracts will consist of a Base Award Period of eight (8) months, and 4 one-year option periods. The minimum guaranteed amount for this contract is $25,000.00 per awardee, which will be obligated at the time of IDIQ award. Orders beyond the minimum will be determined by department needs and the results of fair opportunity competitions. The Government has no obligation to award TOs beyond the minimum guaranteed amount. The maximum aggregate value of all task orders, under the PCPG IDIQ contract per awardee is $9,000,000.00. It is anticipated that the solicitation will be available on or about January 7, 2026. The solicitation closing date is scheduled for on-or-about February 6, 2026. Actual dates and times will be identified in the solicitation. Telephonic requests for this solicitation will not be honored. Interested offerors must be registered at https://beta.sam.gov/.
