Print Bid Title: Self-Contained Breathing Apparatuses, Rapid Intervention Pack, and Related Equipment Category: Fire & Ambulance Department Status: Closed Description: REQUEST FOR BIDS CITY OF BELFAST SELF-CONTAINED BREATHING APPARATUSES, RAPID INTERVENTION TEAM PACK, AND RELATED EQUIPMENT FEDERAL EMERGENCY MANAGEMENT AGENCY ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM AWARD EMW-2023-FG-01158 SUBMISSION DEADLINE: 4:00PM LOCAL TIME, MONDAY, JUNE 2ND, 2025 1. INTRODUCTION: The City of Belfast has been awarded funding through the Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) Program (award EMW-2023-FG-01158), to purchase items to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards. At this time the City of Belfast requests bids from qualified vendors to supply self-contained breathing apparatuses (SCBAs), a Rapid Intervention Team (RIT) Pack, and related equipment, which is further specified below. 2. ITEMS FOR WHICH BIDS ARE REQUESTED: The specific types and quantities of items for which the City of Belfast is requesting bids is the following: Twenty-two (22) new SCBAs, compliant with the current NFPA 1981 standard Twenty-two (22) new SCBA-compatible face masks, compliant with the current NFPA 1981 standard Forty-four (44) new 4,500 psi, 30-minute, carbon fiber cylinders for SCBAs, compliant with the current NFPA 1981 standard Twenty-two (22) new harnesses/backpacks for SCBAs, compliant with the current NFPA 1981 standard Twenty-two (22) new storage brackets and related hardware for SCBAs One (1) new RIT Pack, which includes one (1) new 4,500 psi, 60-minute carbon fiber cylinder, compliant with the current NFPA 1981/1407 standard One (1) additional new 4,500 psi, 60-minute carbon fiber cylinder for a RIT Pack, compliant with the current NFPA 1981/1407 standard Two (2) training sessions (same training content, on two different dates and/or times) covering all training necessary for the appropriate use of all of the above items, including proper maintenance procedures 3. BID SUBMISSION REQUIREMENTS AND DEADLINE: Vendors who wish to have their bids considered must follow these submission requirements: 3.1. the vendor will submit their bid using the required bid form, which is included as part of the full Request for Bids document that can be found under the 'Related Documents' section of this bid posting, placed in a sealed envelope marked ‘City of Belfast - SCBA-RIT’ on its front. 3.2. the vendor’s representative will provide a signature to both certify their bid, and to also certify that they will comply with all relevant agreement articles of the FEMA AFG award, in particular Agreement Article 11, Debarment and Suspension (Recipients must comply with the non-procurement debarment and suspension regulations implementing Executive Orders (E.O.) 12549 and 12689 set forth at 2 C.F.R. Part 180 as implemented by DHS at 2 C.F.R. Part 3000. These regulations prohibit recipients from entering into covered transactions (such as subawards and contracts) with certain parties that are debarred, suspended, or otherwise excluded from or ineligible for participation in federal assistance programs or activities.). (A list of all of the FEMA AFG agreement articles and their descriptions can be found under the ‘Related Documents’ section of this bid posting, where it can be viewed and/or downloaded.) 3.3. the vendor will see that their bid is delivered, either in person or via a mail service, to the following address: City of Belfast Attn: City Clerk 131 Church Street Belfast, Maine 04915 3.4. the vendor will see that their bid is delivered no later than 4:00pm local time on Monday, June 2nd, 2025. Please note that 131 Church Street, Belfast (Belfast City Hall) is open only Monday through Thursday, from 7:00am to 6:00pm, and cannot accept/receive deliveries in person or via a mail service outside of those days and times. 3.5. all submissions will become the property of the City of Belfast and no materials will be returned. The City of Belfast reserves the right to accept or reject any or all bids, to investigate the qualifications of any bidder, and to waive or not waive any and all defects or informalities in any bid, should it be in the best interest of the City of Belfast to do so. The City of Belfast may elect to choose a vendor other than the one that has submitted the lowest bid, should it be most advantageous to the City of Belfast to do so. The City of Belfast is not liable for any costs incurred by vendors prior to the awarding of a bid, including any costs incurred in responding to this request. It is expressly understood and agreed that the submission of a bid does not require or obligate the City of Belfast to award a bid to any vendor. 4. BID OPENING AND AWARD: The opening of bids shall take place momentarily after the above bid submission deadline, in Belfast City Council Chambers, located at Belfast City Hall, 131 Church Street, Belfast, Maine. The bid opening shall be open to the public and vendors and their representatives are welcome to attend and observe. Final authority to award a bid to a vendor and to execute a contract with that vendor rests exclusively with the Belfast City Council, which will likely occur at their first regularly scheduled meeting subsequent to the bid submission deadline, which would be held on the evening of Tuesday, June 3rd, 2025. 5.
