Description
Sealed bids will be received by the Village of Sussex, Village Engineer, until 1:00 p.m. Central time on Monday, March 9, 2026, at the Village of Sussex, N64 W23760 Main Street, Sussex, WI 53089. The request for proposal includes professional survey and design engineering services to provide full topographic survey of site conditions and to execute design engineering services for the contract documents to complete the construction of the proposed trail/boardwalk and sidewalks. The construction of 1/4 miles long public bicycle/pedestrian trail/boardwalk (Width=8') along the headwaters of the Pewaukee River will connect the existing paved trail located 2,100' east of STH 164 along CTH K and 700' north of CTH K (Sussex IM industrial site) to the existing gravel trail located within Village owned property, southwest of Peppertree Drive (S) in the Sussex Preserve Subdivision. The project will also construct a 1/4 mile long public concrete sidewalks (Width=6') along CTH K from Executive Drive east to the existing trail located east of the Pewaukee River on an easement on the Sussex IM property (N52W24500 Lisbon Road (CTH K)). There will be multiple challenges to overcome, including approvals from various agencies. The installation of the proposed Trail/Boardwalk section is within an environmental corridor. Anticipated design engineering services will include, but not limited to, the following: complete stormwater analysis; endangered species evaluation; floodplain evaluation; letter of map revision (LMOR); hydraulic analysis, including compensatory storage analysis; wetland determination along the headwaters of the Pewaukee River. Various permits will be required from the Wisconsin Department of Natural Resources (WDNR), Army Corps of Engineers, and FEMA. The Village does not anticipate any increase to the floodplain. The Village assumes that a Conditional Letter of Map Revision (CLOMR) submittal will not be required. The selected consultant will work with the Village on designing the optimal route for the trail/boardwalk. Additionally, a permit for the installation of concrete sidewalks within the Waukesha County Right-of-Way of CTH K will be required. The County was previously made aware of the Village's desire to install proposed sidewalks along CTH K. In fact, Sussex partnered with the County in 2022 when they replaced the culverts within the project limits to ensure that there was enough room for the proposed sidewalks along CTH K at the culvert crossing location. This ensured the proposed sidewalks would not impact the crossing of the Pewaukee River. Project designs should follow and must be consistent with all applicable Federal, State, and Local Standards and Codes, as well as WisDOT's Facilities Design Manual, American Association of State Highway & Transportation Officials (AASJTO), Guide for Development of Bicycle Facilities, Wisconsin Bicycle Facilities Design Handbook, and Wisconsin Pedestrian Guidance. WisDOT will review preliminary, 30%, 60% and draft final design plans. The project is being constructed with Federal funds through the CRP, so the WisDOT design process in the Facilities Development Manual must be followed.
