Description
The U.S. Department of State, Bureau of Global Acquisitions (GA) is issuing this Request for Information/Sources Sought Notice, as a means of conducting market research to identify all potential/qualified sources, including small business sources (8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns) having an interest in and the resources to support this requirement.
The results of this market research may contribute to determining the method of procurement and assist DOS in developing and further defining procurement, acquisition, and development strategies.
This is not a solicitation announcement. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals and does not bind the U.S. Government (USG) to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. The USG assumes no financial responsibility for any costs incurred by respondents. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to this notice.
Interested firms must demonstrate in their qualification (capability) statements that they are qualified to perform the work outlined in the attached “DRAFT” Statement of Work (SOW). Note that the statement of work is a “DRAFT" and may change if a solicitation is issued; however, the core requirements are not expected to change.
The anticipated acquisition strategy would be to award firm fixed price orders under a single award IDIQ.
Capability Statement Requirement
If your company has the capacity to perform the services outlined in attached “DRAFT” Statement of Work, please provide a detailed capability statement addressing the following information:
- Company name, address, Unique Entity Identifier (UEI), CAGE code, point of contact (phone and email address), GSA Schedule Contracts or other Government Wide Acquisition Contracts (GWAC) (if applicable), and qualified small business category and certification (if applicable).
- Demonstrate the company's ability to provide the equipment requested in this notice.
- Is your company the manufacturer or authorized reseller of the required equipment?
- What equipment functionality or specifications should be clarified?
- What options, functionality or specifications were not included but available?
- What transceiver specifications could be met and at what level if they were changed?
- If applicable, provide feedback/suggestions on acquisition strategies, contract vehicles, “DRAFT Statement of Work, and any potential acquisition and/or technical performance risks.
The deadline for submitting capability statements in response to the Request for Information is 3PM (EST) February 25, 2026. Responses are limited to 5 pages (excluding cover page and table of contents) and shall be submitted via email to both Nicolas Wilhelm, Contracting Officer at WilhelmNA@state.gov and Amanda Rajah, Contracting Officer at RajahAM@state.gov and shall have the words “ Request For Information/Sources Sought Notice - Subscriber Radio Response” in the "subject" line. Sales brochures, videos and other marketing information materials will not be accepted. Telephone inquiries will NOT be accepted or acknowledged.
