Description
NASA/ARC has a requirement for comprehensive environmental support services, as described in the Performance Work Statement (PWS).
NASA/ARC intends to issue a sole source contract to acquire the services from BB&E, Inc., in accordance with (IAW) FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The services provided under ESS are highly specialized, requiring advanced education and training, as well as years of relevant experience. Furthermore, full and open competition with award to any source other than the incumbent would likely result in unacceptable delays to fulfilling this requirement.
The Government does not intend to acquire a commercial service using FAR Part 12.
Interested organizations may submit electronically their capabilities and qualifications to perform the effort via email to Christopher D. Lockridge-Mehetabel at christopher.d.lockridge-mehetabel@nasa.gov not later than 3pm PT on February 6, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
