REQUEST FOR PROPOSAL FOR ARCHITECTURAL OR ENGINEERING CONSULTING SERVICES RFP 2026-2Design and Construction Oversight for New Fire Station The City of Millington, Tennessee, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional architectural firm or a professional engineering firm to provide complete services for a design through construction administration of Millington Fire Station No. 1. The city desires to build the new fire station on future land purchased by the City of Millington. The project is generally described as a new fire station that will house up to 10 fire personnel per shift and Administration offices. General floor plan and site layout will include four (4) drive through bays, attached living quarters for 24-hour 7 days per week operation, community / educational room and office spaces for Fire Chief, Public Safety Director, Fire Marshall, 2 Inspectors and Administrative Assistant. The fire station will comprise approximately 16,000 — 20,000 square feet with a three-zone layout including an Administrative/Community Wing, Central Apparatus Bay and Living Quarters Wing.The facility shall be designed to:Support 24-hour, year-round operationsProvide clear functional separation between public, administrative, operational, and residential areasAllow for secure access control between zonesIncorporate durable materials suitable for public safety facilitiesConsider future growth and expansion where feasibleGeneral description of work required: Prepare preliminary site and building layout for staff review.Perform study of existing soil conditions on proposed site.Prepare plans/drawings/documents, including but not limited to, engineering, civil, electrical, mechanical, plumbing, site, landscape and specifications for a formal bid process. Design plans shall meet all applicable codes and ordinances currently enforced by the City and Shelby County.Provide quantity “take-offs” and cost estimates for pre development (design, survey, soil testing, etc.), site preparation, building construction to include Furniture, Fixtures and Equipment (FF&E) and Technology and Communication (IT) to be submitted to the City. Submit plans, obtain required permits and attend necessary meetings required by the City to obtain the required approvals. Prepare bid documents and hold pre-bid conference. Assist the City at bid opening and tabulate and verify bids Conduct pre-construction conference. Conduct progress meetings with the City and contractor as needed Review and approve pay requests from contractors.Respondents shall demonstrate:Experience designing fire stations or public safety facilities.Knowledge of firefighter health and contamination control best practices.Ability to deliver projects within public-sector procurement requirements.Experience with cost control and value engineeringFirms may request consideration by submission of their proposal to the City of Millington, 7930 Nelson Road, Millington, TN 38053 by 2:00 PM CST, Tuesday, March 31, 2026.
