Description
The Department of Health and Human Services (HHS), Indian Health Service (IHS), Office of Management Services – Property Management Program, intends to negotiate and award a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to procure rugged mobile barcode scanning devices configured to operate with the HHS Property Management Information System (PMIS), also known as Sunflower Systems Mobile Release 5.6.3. The required scanners must be fully compatible with the existing Sunflower Mobile software environment currently deployed across HHS operating divisions and capable of directly interfacing with the agency’s property inventory management system used to track accountable personal property. Based on market research conducted by the Government, only authorized Sunflower-compatible devices configured with the required software integration can meet the agency’s operational requirements without substantial duplication of cost and unacceptable delays in fulfilling property accountability requirements.
Acquisition of alternative scanning devices would require substantial reconfiguration of the Sunflower Mobile application environment, additional integration testing, and potential modification to the existing property management system. Such changes would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would create unacceptable delays in fulfilling the agency’s statutory property accountability requirements.
This notice of intent is not a request for competitive quotations; however, interested parties may submit capability statements demonstrating their ability to provide equipment fully compatible with the existing Sunflower Mobile environment. Responses must be received within ten (10) calendar days of this notice. Responses will be evaluated solely for the purpose of determining whether competitive procurement is feasible
Interested Parties shall provide capability statement clearly demenstrating ability to provide scanning device that is compatabile with IHS's existing system. A point of contact name and telephone number; legal business name; complete address (street, city, county, state, and ZIP code); email address; Tax Identification Number (TIN); and Unique Entity Identifier (UEI). The TIN must correspond to the legal name of the entity to which payment will be made. Offerors must be registered and active in the System for Award Management (SAM). FAR 52.204-7, System for Award Management, applies to this acquisition.
Must be submitted via email to Darryl.Smith@ihs.gov no later than Thursday March 26, 2026, at 10:00 a.m. (EST). No exceptions. Proprietary data, if properly identified, will be protected. Must include “IHS Scanners Capability 2026" in the subject line.
