Request for Contract Action BPQ was received by USP BIG SANDY by contract staff on 12/01/2025. This was accepted by Contract Specialist, Jacob Flanigan, on 12/01/2025.
As stated in the Request for Quote,
“Award will be made to the responsible Quoter whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below:
(2) Past Performance - Past performance information shall include prior experience and similar performances undertaken by the contractor;”
ALL VENDORS were verified to be a small business in accordance with NAICS 311999, small business size of 700 employees.
ALL VENDORS also has a good past performance with no recent Termination for Causes. See file for www.SAM.gov responsibilities and determinations.
With the final pricing of all contractors, the below abstract represents the best value considering price, see abstract below.
Therefore, each vendor is the best value, per line item, and will win the award above.
Per FAR 9.103, (a) Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only.
(b) No purchase or award shall be made unless the contracting officer makes an affirmative determination of responsibility. I believe each vendor is responsible.
This memo will serve as a determination of responsibility.
