Description
In November of 2022, Maryland voters approved a referendum to legalize adult recreational use of cannabis. On February 3, 2023, the Maryland General Assembly established the Maryland Cannabis Commission to regulate and license adult-use cannabis and established The Maryland Office of Social Equity (OSE). The OSE is charged with administering the Community Reinvestment and Repair Fund (CRRF), which is distributed to each county in Maryland. Using Carroll County’s CRRF allocation, the Board of County Commissioners is seeking qualified Carroll County non-profits ONLY, (non-profits serving clients at a physical location in Carroll County) to propose new and innovative programs and services addressing the prioritized eligible purpose area below. $1,200,000 is available under this RFP. The anticipated start date for services is July 1, 2026.

FAQ
How do I use the Market Snapshot?
It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.
Is the data live?
The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.
What do P10 and P90 mean?
P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
