Description
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Railroad Cleaners.
The National Institute of Health (NIH) requires a bridge contract is to ensure continuity of cleaning and laundry services that are essential to continue to protect human safety and human healthcare. We intend to sole source to this vendor, because they are already performing laundry/cleaning services and would not need any additional lead or setup times. This is a temporary bridge from previous contract until a new contract is awarded.
This is a sole source “bridge” agreement because the services requested are urgent and immediate to provide continuity of service for patient safety and regulatory compliance. The existing contractor Railroad Cleaners has been providing cleaning services under an existing contract and they meet all the necessary qualifications and certifications.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 –Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
