CU-2026/1/: Work Order Contracts for Construction, Renovation and Repair
Cheyney University of the PA State System of Higher Education invites General, HVAC, Plumbing and Electrical, Contractors to download bid documents for this project. Work consists of multiple award open-end contracts for General Construction, HVAC, Plumbing, Electrical, Painting, Roofing, Concrete, Sitework, Asphalt and Concrete Paving and Boiler Specialty for labor and equipment rates for various miscellaneous construction, renovation, repair, and maintenance of facilities and buildings. The University may award a contract to multiple firms with the lowest base bids. This Contract is an indefinite quantity contract against which Individual Work Orders shall be issued.

A Pre-bid conference, with site visit to follow, will be held on March 4, 2026 at 10:00 AM at Cheyney University in the Marcus Foster Building Room 211 located in Cheyney Pa. Pre-Bid Conference is not mandatory, but is highly recommended.
Electronic Bids are due no later than 1:00 PM, EDT on March 25, 2026, through PennBid located at https://pennbid.bonfirehub.com/
The Bid package is available at no cost via PennBid at https://pennbid.bonfirehub.com/. In order to submit a proposal, interested bidders need to register with PennBid. Registration is a free process that takes only a few minutes. Once registered, bidders may obtain all solicitation documents, receive notification of solicitation updates, and submit and update their confidential bids online
Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
PennBid provides bid privacy, security and supplier confidentiality, while streamlining the overall procurement process. Although all solicitations are available for public viewing, interested suppliers need to register to be able to submit a bid.
This is to notify you that the PA State System of Higher Education (PASSHE) is transitioning its construction bidding from Ariba Discovery to the PennBid website for its bidding platform for Construction projects effective immediately. We believe that PennBid will provide a more suitable bidding platform for public construction bidding. If you were registered with PennBid prior to its upgrade to Bonfire you will need to set up a new registration.
PennBid does not charge a fee to register, however it does charge a modest capped fee of 1/3% for fixed contracts or 1/6% of contract value (+ tax) for term contracts if you are awarded a contract through this platform. There is a minimum award fee of $100 and a maximum of $5,000.
