Description
The successful respondent, which can be a public or private entity, will be responsible for completing the 2027 U.S. Environmental Protection Agency’s (EPA) Clean Watersheds Needs Survey (CWNS) for the Commonwealth of Pennsylvania. The CWNS serves as a benchmark for capital improvement needs to satisfy clean water goals and for Congressionally-directed resource allocation. Outreach to publicly owned entities that may have or anticipate capital improvement needs is expected to fully develop a statewide compendium of clean water infrastructure needs. The selected respondent shall:
A. Review and become knowledgeable about the CWNS manuals and guidance, as well as the current Pennsylvania Clean Water State Revolving Fund (CWSRF) Intended Use Plan (IUP), which details existing clean water capital improvement needs;
B. Survey and identify capital improvement needs, including but not limited to wastewater, stormwater and non-point source needs not included in the current IUP;
C. Review and compile capital improvement needs of any wastewater facilities that are subject to compulsory federal or state action; and
D. Compile a comprehensive capital improvement needs structure or framework to serve as a resource for EPA’s CWNS as well as any additional audits or compliance reporting.
