The work is located in the White Clay Basin, the area generally east of the City of Newark, Delaware and bordered to the north along Kirkwood Highway and to the south by I-95, and to the east by Newport Gap Pike and the White Clay Pump Station. The project area generally follows hite Clay Creek from west to east, and includes Red Clay creek, north to Lancaster Pike. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until 2:00 p.m. Tuesday, June 30, 2015 when they will be opened and read publicly. Bid envelopes shall carry a clear notation “White Clay Sewer Basin Rehabilitation Program – Cleanout Installation,” Contract 2015-07-20, Bid #15-1523. Plans and specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749 on and after May 22, 2015 upon payment of $50.00 (non-refundable.) Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject any and/or all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $100,000. are required to complete and submit a signed original Contractor Responsibility Certification (CRC) form. This form should be submitted as soon as possible but in all cases must be received by the New Castle County Department of Special Services, Contracts Officer no later than the advertised deadline for bid submittals. Failure to submit the form by this time will result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category “E(e)”, Sanitary Sewers, Lateral Construction. Prequalification forms are available from the Special Services Contracts Officer in the William J. Conner Building, telephone 302-395-5749. Prequalification applications/updates for this project must be received by the Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by June 02, 2015. PREBID MEETING There will be a pre-bid meeting at 9:00 a.m. on May 27, 2015 in the General Meeting Room of the William J. Conner Building, 187-A Old Churchmans Road, New Castle, DE 19720.
