Print Bid Title: Window Restoration for City Hall Category: Construction Status: Closed Description: The City of Morgantown is seeking Expressions of Interest from architectural/engineering design consultants who wish to provide architectural design, engineering, and construction administration and inspection services for the Window Restoration of City Hall, owned and operated by the City of Morgantown in Morgantown, West Virginia. The work may include window restoration, interior demolition and restoration, modifications to the existing replacement windows, and interior finishes. The work may include coordination of utilities to gain access to windows. Plans would also include the reconstruction of the doors that existed in the archways to replace the 1970s storefront. This project will improve the building envelope; the steel windows in their original state are missing panes, do not close, and are allowing the elements into the building. Maintaining any original panes, swing leaves and ventilators, sills and hardware is important. The design would additionally involve a plan for the manufacture of storm windows. Abating asbestos glazing and lead paint will need to be coordinated. Practicality of use and long-term maintenance should be considered when designing the solutions for construction. Expressions of Interest must include a statement of qualifications, performance data, and any other information deemed appropriate by the consultant, and shall not include any information relating to consultant’s proposed fee structure, and must be delivered(one hard copy and one .pdf copy) no later than August 7th, 2020 2:00 P.M. at the office of the Public Works Department, 2020 Mississippi Street, Morgantown, WV, 26505. A walk-through of the buildings will be held on Wednesday July 22nd at 1:30pm beginning at 389 Spruce St, Morgantown, WV. All questions are due, in writing, by Wednesday July 29th at 3pm. Any addendum, if needed, will be emailed and posted on our website by 5pm on Friday July 31st. The City of Morgantown will evaluate the statements of qualifications and develop a short list of consultants who are considered the best qualified for the project. Interviews will be conducted and all will be ranked in order of preference. The City of Morgantown will award a contract to the consultant determined to be the most highly qualified, subject to negotiation of fair and reasonable compensation and scope of services offered. If the City is unable to negotiate a satisfactory contract with the consultant considered to be the most qualified, then that negotiation will be considered to be formally terminated. The City will then undertake negotiations with the next ranked individual/firm. This procedure will be continued thereafter until an agreement is reached. This project is partially funded by the WV SHPO and the National Park Service and will be subject to review and approval by the WV SHPO in accordance with the Secretary of the Interior’s Standards for Rehabilitation. The City of Morgantown reserves the right to reject any and all Expressions of Interest from individuals/firms and to make the award in any manner deemed by it, in its sole discretion, to be in the interest of the City of Morgantown and in accordance with West Virginia State code.
