Description
The Department of Veterans Affairs, Network Contracting Office 10 is seeking to acquire eyeglass dispensary services for VISN 10 (sites listed below). In general, VISN 10 requires a contractor to provide all labor, equipment, materials, supplies, and supervision to provide eyeglass dispensary services, to include various functions such as fitting, adjustments, dispensing, repairs, and education. The Government anticipates awarding a firm-fixed price, indefinite delivery indefinite quantity contract.
This is a pre-solicitation request for interested capable parties, an RFQ (request for quotes/bids will be posted at a later date).
The Department of Veterans Affairs, Network Contracting Office 10 (NCO10), anticipates soliciting proposals and proposes to enter a contract for Optical Dispensing Services for the following VISN 10 Veterans Affairs Medical Centers (VAMCs):

This solicitation will be conducted in accordance with FAR Parts 12 and 15. The Government intends to award a firm-fixed price Indefinite-Delivery Indefinite Quantity (IDIQ) contract in accordance with all terms, conditions, provisions, and specifications of the solicitation. Services are for a two (2) year ordering period. Offeror shall provide all labor, management, health care professionals, equipment, supplies, and transportation to fulfill the level of care and range of services necessary to furnish optical dispensing services to the veteran beneficiaries.
The associated North American Industry Classification System (NAICS) code is 621320. The SBA size standard is $9.0 Million. The solicitation documents will be issued on or about February 18, 2026. The solicitation will be 100% set aside for Small Business (SB). The date is not firm and may change due to events out of our control. Potential offerors SHALL register at SAM.gov | Contract Opportunities in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
This notice does not obligate the Government to award a contract neither does it obligate the Government to pay for any proposal preparation costs.
