***Notice of Intent to Award posted 2/18/2026*** ***Questions and Answers posted 1/26/2026*** The California Department of Public Health, Center for Laboratory Sciences, is soliciting bids from qualified bidders to provide certification services for biological safety cabinets. Biosafety cabinets are required to be certified annually under federal safety regulations. Specifically, OSHA standard 29 CFR 1910.1030(e)(2)(iii)(B) states: Biological safety cabinets shall be certified when installed, whenever they are moved and at least annually. Bids must address all of the services described in the Exhibit A entitled, "Scope of Work". Contractor agrees to provide testing, calibration, and certification services for biological safety cabinets, consistent with NSF/ANSI 49, Annex F testing standards. This includes, but not limited to: - Velocity profile testing; - Smoke tests for airflow patterns; - BSC decontamination, if necessary; - HEPA filter leak tests; - HEPA filter replacement, if necessary; - Electrical leakage and ground circuit resistance testing; - Gasket inspection, airflow verification, sensor calibration and adjustment, HEPA filter integrity testing, fan motor checks, and verification of temperature, humidity, and pressure controls; - Replacing parts and/or related materials in connection with the service of the equipment listed, if necessary. Testing and certification equipment used must have been calibrated within the last year using National Institute of Standards (NIST) traceable methods. Calibration certificates shall include: NIST standard IDs and due dates, as-found/as-left data with tolerance ranges, and technician accreditation numbers. The Center for Laboratory Sciences intends to make a single contract award to the most responsive and responsible firm offering the lowest cost.
