Print Bid Title: Thompson's Wharf Improvements (Floats and Piles) Category: Harbor Status: Closed Description: CITY OF BELFAST THOMPSON’S WHARF IMPROVEMENTS NOTICE AND INFORMATION TO BIDDERS The City of Belfast will receive sealed bids for a project entitled: "THOMPSON’S WHARF IMPROVEMENTS" in accordance with the NOTICE AND INFORMATION TO BIDDERS, CONSTRUCTION PLAN SHEET C-1, BID FORM, AGREEMENT, and SPECIFICATIONS. All of the bid documents are a material part of this NOTICE and are incorporated by reference into this NOTICE. PLEASE NOTE THE BIDDERS MAY BID ON EITHER COMPONENT OF THE PROJECT (FLOATS OR PILES) OR THEY MAY ELECT TO BID ON BOTH COMPONENTS. The City Council shall make an award of the contract by considering, among other things, the lowest price for a proposal meeting the bid specifications. The City of Belfast reserves the right to waive any formalities, to reject any or all bids, or to accept any bid it considers to be in the best interest of the City after considering quality, function, service, and initial cost, without obligation to consider price only. The City's decision in all cases will be final. Tabulation will be mailed to vendors upon request. Deviations from the Contract Documents: All deviations from the contract documents must be noted in detail by the bidder, in writing, at the time of submittal of the formal bid. Bidders are expressly informed that any material deviation from the contract documents may be a basis for rejection of the proposal by the City Council at the time that the Board considers an award of the contract. Prices must be firm for at least three (3) months. The project requires approval from the City Council prior to contractor being authorized to commence construction. For purposes of this BID NOTICE and all Project documents, the term "bidder" shall mean any person, company or organization submitting a Proposal pursuant to this NOTICE and the term "bid" shall mean a Proposal submitted by a bidder. At the time of the opening of proposals, each bidder shall be presumed to have read and be thoroughly familiar with the construction plans in this BID NOTICE and all enclosures. The failure or omission of any bidder to receive or examine any form, instrument, or document shall in no way relieve any bidder from any obligation in respect to the proposal submitted. Any bidder to whom a contract is awarded shall be responsible for observing applicable standards for fair employment practices and work safety. Bids shall be placed in a sealed envelope marked "THOMPSON’S WHARF IMPROVEMENTS Construction Bid" and sent to the City Clerk at the Belfast City Office at 131 Church Street, Belfast, Maine 04915. A hard copy of the bid must be received on or before 2:00 p.m., February 20, 2014 (bids received by facsimile or email will not be accepted). Project-specific questions, identification of discrepancies, and/ or omissions from the project documents shall be requested in writing via email to William B. Gartley, P.E.,Gartley & Dorsky Engineering & Surveying, Inc. at . Questions received after 12:00 noon on February 12, 2014 will not be answered. Bidders shall not contact any City staff for clarification of Contract provisions, and the City will not be responsible for any interpretations so obtained. The Project Engineer will provide additional written clarification concerning the issues raised in the NOTICE to all prospective bidders by February 14, 2014.
