Bid Postings • 18-1802 Governor Printz Interceptor - Section Skip to Main Content Services Governance Community Business Search Home Bid Postings Print Print Bid Number: 18-1802 Bid Title: 18-1802 Governor Printz Interceptor - Section 1 Contract 2010-01A Category: Construction Contracts Status: Closed Description: Sealed bids are invited by the New Castle County Department of Special Services for replacement of deteriorating sanitary sewer interceptor through the installation of approximately 4,420 linear feet of large diameter gravity sanitary sewer with approximately twelve (12) manholes. The sewers will consist of parallel interceptors (GP1 and GP2) of 2,210 linear feet each with diameters ranging from 36 inch for GP1 and 78 inch for GP2 at depths ranging from 10 feet to 30 feet. Materials for interceptor sewer manholes will vary depending on the corrosion potential environment. Also included are the abandonment of existing sewer lines and manholes; removal and replacement of existing concrete storm sewer piping and drainage structures as required to construct new sanitary sewer piping; roadway and driveway restoration. The work is located on the Governor Printz Boulevard, north of the City of Wilmington limits, west of Interstate 495, between Hilltop Road and East Holly Oak Road. Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, until 2:00 p.m. Tuesday, October 31, 2017 when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Governor Printz Interceptor – Section 1,” Contract 2010-01A, Bid #18-1802. Plans and specifications may be obtained on or after September 06, 2017 from AECOM by contacting Amanda Drzymalski at 302-781-5893 or , a non-refundable payment of $350.00 is required. Checks should be made payable to AECOM. Bids shall be accompanied by a bidder’s bond, certified or cashiers’ check in an amount equal to 10% of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted, must be included with your submission. Any deviation from these instructions may result in rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services Contract expected to exceed $500,000 are required to complete and submit a Contractor Responsibility Certification form. This form should be submitted as soon as possible but in all cases must be received no later than the advertised deadline for bid submittals. Failure to submit the form by that time shall result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. The form is available at http://www.nccde.org/documentcenter/view/78. New Castle County Code section 2.05.303.D.5.f prescribes penalties for the submission of false or misleading information. Please see New Castle County Code Sect. 2.05.303(D) for additional information. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category E(a), Sanitary Sewers, Major Transmission Sewer. Contractors must hold prequalification dated within two years of the bid date. Information and required forms for prequalification can be obtained from the Special Services Department’s Contracts Officer @ 302-395-5749. Prequalification applications for this project must be received by the Special Services Chief of Project Management no later than 4:00 p.m. October 03, 2017. MANDATORY PREBID MEETING There will be a mandatory prebid meeting at 10:00 a.m on September 18, 2017 in the General Managers Conference Room of the William J. Conner Building, 187-A Old Churchmans Rd., New Castle, DE.
